As transport agencies increasingly rely on connected infrastructure, digital asset management platforms, and data-driven operations, the challenge is no longer technology adoption. It is governance, interoperability, and scale.

At , the executive session “Governance, Leadership and Scaling Innovation” examined the institutional frameworks required to support digital road management, including data-sharing obligations, governance structures for emerging technologies, and the integration of data into national-level transport planning and investment decisions.

Moderated by Randell Iwasaki, Chairman of the International Road Federation - IRF Global, the discussion featured Steve Phillips Philips, Secretary General, Conference of European Directors of Roads (CEDR); Matt Ireland, Project Manager, ITF - International Transport Forum at the OECD (ITF); Eng. Murad Tyurk, CEO, Bulgarian Forum for Transport Infrastructure and former Vice Minister of Transport of Bulgaria; Mihail-Ernesto Mihailov, Business Development Manager, THEOREMUS; and Hesham Enan, Sales Director Middle East & Africa, Derq.

Panelists explored how road authorities can establish common governance models for data management, align funding mechanisms with resilience objectives, and strengthen collaboration between public agencies, academia, and the private sector.

The discussion also addressed the transition from isolated pilot initiatives to integrated systems capable of supporting network-wide decision-making, performance monitoring, and long-term infrastructure management.

From discussion to deployment! A key theme at the IRF Global Summit was the transition of AI from experimentation to real-world implementation.

The executive panel, “AI Innovation in Practice: Evidence from Safety, Operations, and Asset Management,” brought together road sector leaders to share firsthand experiences deploying AI solutions across transportation networks.

The discussion explored how AI is already helping organizations improve safety, optimize operations, strengthen asset management, and support data-driven decision-making. Panelists also addressed the challenges of scaling these innovations, including data quality, interoperability, governance, procurement, and institutional readiness.

Special thanks to moderator Flavius-Florin Paval (CNAIR Romania & Universitatea Tehnică a Moldovei) and panelists Miroslav Tsenov (Road Infrastructure Agency Bulgaria), Joao Valente Neves (Ascendi), Richard Lax (Kapsch TrafficCom AG), and Dr. Kristin EklÜf (Salbo.io) for sharing valuable insights on the opportunities and challenges of scaling AI across the road sector.
