NYS Citizens Against Puppy Mills NYS Citizens Against Puppy Mills is a grass roots organization founded in 2010 devoted to ending the existence of pet store puppies and puppy mills in NYS.

The mission of NYS Citizens Against Puppy Mills (NYS CAPM) is to educate the consumer and eradicate the existence of inhumane mass dog breeding kennels commonly known as Puppy Mills. We plan to eliminate the fraudulent puppy pet store, brokers, and Internet seller who simply support the mills' existence for huge profits made off the suffering of man's best friend. Through aggressive awareness camp

aigns targeting the public and our legislators concerning the inhumanity of mass commercial breeding kennels, our goal is to eliminate, in total, the demand for these puppies permanently in NYS and end the suffering of the "breed for greed" dogs. In addition, we strive to educate the public on the concept of "Adopt, Don't Shop" when adding a canine companion to one's family. We are a 501(c)3 organization and donations are tax deductible.

New York State just became the 6th state to prohibit the sale of puppy mill puppies (and cats and rabbits) in pet stores! Now the bill is off to the Governor to be signed!

Once it is signed into law, around 80 puppy-selling stores will have one year to go humane and partner with legitimate rescues and shelters. In 2020, New York stores imported more than 12,000 puppies from puppy mills in the midwest.

Thank you to the Assembly Rules Committee and Chairman Carl Heastie for passing A.4283 which will shut down the puppy mill pipeline and prohibit the sale of dogs, cats & rabbits in NYS pet stores!
With over 86 (yes!- 86!!!) bipartisan co-sponsors & public supporters on board now the bill will be brought to the Assembly floor for a full vote! Thank you for his unyielding support. Now we are on course to a full Assembly vote! Keep your calls going to your district's Assemblymember!
