U.S. Customs and Border Protection (CBP) has launched the Consolidated Administration and Processing of Entries (CAPE), a new system to process tariff refunds following the U.S. Supreme Court’s decision to overturn certain IEEPA-based tariffs.

More than $160 billion in duties collected from importers is expected to be reimbursed. Companies can now submit claims through CAPE, with refunds generally issued within 60–90 days after a claim is accepted.

🇺🇸 🇹🇼 Recognizing efforts that strengthen global supply chains 🤝

We would like to acknowledge, New Mexico’s representative in Taiwan, for leading a 10-member Taiwanese investment delegation on a recent investment environment study tour to New Mexico, part of the New Mexico Economic Development Department’s broader efforts to expand the State's global reach.

The delegation represented a diverse range of forward-looking industries including battery and solar panel recycling, advanced manufacturing, AI data centers, and semiconductor-related sectors, highlighting Taiwan’s strength in innovation and sustainable technologies.

During their visit, the group explored the Santa Teresa industrial area, engaged with local Taiwanese business leaders, and connected with the New Mexico Economic Development Department. These interactions provided valuable insights into New Mexico’s business environment and opened the door for future collaboration.

Efforts like these play a key role in strengthening Taiwan–U.S. supply chain cooperation. With Taiwan’s expertise in advanced manufacturing and New Mexico’s strategic advantages, there is strong potential to build more resilient, innovative, and mutually beneficial partnerships.

Pursuant to an Executive Order issued by President Trump, and under Section 122 of the Trade Act of 1974, a temporary import duty of 10% ad valorem took effect at 12:01 a.m. on February 24, 2026. The measure will remain in place for a period of 150 days.

Discussions are reportedly underway regarding a potential increase of the duty rate to 15%.

Sahara Hernandez Hernández joined the New Mexico Trade Alliance as part of the 2024–2025 COMEXUS Fulbright-García Robles Binational Business Program, bringing valuable customs and import experience from her previous work at a customs company in Veracruz.

Notable Achievements:

•Delivered a capstone International Shipping Documents Webinar, walking attendees through the essential export documentation process using a real-case scenario. Her clear, practical guidance helped demystify one of the most complex aspects of international trade.

•Collaborated with the University of New Mexico Economics Department under the guidance of Professor Manuel Montoya to develop a 26-page Market Entry Strategy Report for Naples Drizzle, an Albuquerque-based company. The report included a detailed value chain analysis and provided practical steps for international expansion, all delivered free of charge as part of her Fulbright fellowship.

•As a result of the impressive report and company engagement, supported Naples Drizzle's exhibition at the 2024 International Pizza Expo, where she helped the company apply insights from the market entry srategy to connect with international buyers from Latin America.

•Contributed as a member of the UNM Anderson School of Management team that placed first in the local CFA Research Challenge – Desert US, advancing to the subregional chapter — the first time a UNM team reached this milestone.

Current Role:
After concluding her Fulbright Fellowship, Sahara has returned to Mexico to continue building her career as an international customs expert.

Andrea Garibay joined the New Mexico Trade Alliance as part of the 2022–2023 COMEXUS Fulbright-García Robles Binational Business Program, bringing creativity, initiative, and a strong passion for marketing and international business. During her fellowship, Andrea worked directly with small business owners to enhance their global outreach and strengthen their digital marketing strategies.

Notable Achievements:

•Built a strong partnership with the founder of Olive Tree Compounding Pharmacy's skincare line, which led to her appointment as Communications & Marketing Director of Olivetree.skin, where she oversaw the company’s marketing strategy and enhanced its Shopify platform.
•Awarded the Stipendium Hungaricum, a full-ride scholarship to pursue a Master’s degree in Hungary.
•Worked as a Consultant at Urbanite Advisors, a real estate consultancy specializing in the future of work, while completing her master’s studies in Budapest.
•Earned an MSc in Business Informatics, specializing in Business Analysis and Governance at Corvinus University of Budapest.

Current Role:
Today, Andrea works as a Marketing & Sales Development Associate at Boolanga, a company providing innovative food delivery gear solutions to leading brands across the industry.

👏 Fulbright Spotlight: Abril Rodriguez

Abril Rodriguez joined the New Mexico Trade Alliance as part of the 2021–2022 COMEXUS Fulbright-García Robles Binational Business Program, bringing experience as a real estate lawyer in the Riviera Maya, where she managed foreign investor property acquisitions and advised developers and hospitality firms. Her expertise in property law, investment, and cross-border transactions was central to her contributions at NMTA.

Notable Achievements:

•Collaborated with fellow Fulbright scholar Alejandro Aldama to develop a comprehensive Foreign Direct Investment (FDI) Booklet, outlining incentives and programs available to companies seeking to invest in New Mexico.
•Facilitated cross-border collaboration between the City of Albuquerque and the City of Chihuahua, assisting in the donation of a firetruck from Albuquerque Fire Rescue to support emergency response capacity in Mexico.
•Conducted a social media audit for NMTA, providing actionable recommendations that strengthened engagement and improved communication strategy across platforms.
•Volunteered with Opera Southwest, participating in the organization’s main productions.

Current Role:
Today, Abril serves as a Senior Real Estate Attorney at Urrea Law, one of the most respected law firms in Los Cabos, Mexico.

“My Fulbright story in Albuquerque, as cliché as it may sound, was a dream come true. Not only did I fulfill my lifelong dream of studying in the U.S., but I also experienced hundreds of balloons flying over my head, met people from backgrounds very different from mine, and learned so much about the uniqueness of the people, food, and culture of New Mexico.”
