Last week, Animal Protection Voters traveled to Taos, NM, to highlight the importance of equine welfare in New Mexico before state legislators at the Water & Natural Resources Interim Committee Meeting on September 29.

APV & APNM’s Chief Program & Policy Officer for Equines, Nina Eydelman, joined a panel to present and discuss two of APV’s policy priorities as we prepare for the 2027 legislative session:
1. Strengthening and annually funding the Equine Shelter Rescue Fund to invest in a strong statewide network of registered equine rescues that provide sheltering, care, and re-home services for New Mexico communities; and
2. Establishing an improved legal framework for humane free-roaming horse management that will protect those horses and help restore balance to the land where they reside.

Joined by partners Susan Hemmerle of The Horse Shelter and Karen Herman of Sky Mountain Wild Horse Sanctuary, who work on the frontlines of equine rescue and herd management, the presentation gave members of the committee an opportunity to hear about potential solutions for helping abused and homeless equines and addressing free-roaming horse issues in effective, respectful, and humane ways. We’re grateful for the opportunity to bring our expertise to this important conversation and to fight on behalf of equines through the legislative process. Stay tuned for more!

World Day for Farmed Animals is the perfect moment to share the latest in the fight to stop Congress from overriding states’ authority to pass and enforce their own laws protecting animals, public health, and consumers.

The so-called “Save Our Bacon Act” would ban state laws that set humane standards for how animals are raised and how products from animals raised under those standards can be sold. Although the bill’s language was included in the House version of the Federal Farm Bill, the Senate Agriculture Committee just approved its own version of the Farm Bill last week without including the dangerous “Save Our Bacon Act” language.

The fight isn’t over yet — the next step for the Farm Bill is a full Senate vote, and some pork producers are still lobbying for the “Save Our Bacon Act” to be amended into the bill. Follow us for news on when that vote is scheduled—which may not be until November—so that you can contact your Senator and make your voice heard. Last week, a state district court ruled against New Mexico’s affordable spay/neuter law in the lawsuit challenging Senate Bill 57.

We respect the Court, but we respectfully disagree with the Court’s decision and are evaluating our options, up to and including an appeal.

For years, the law enacted in 2020 by Senate Bill 57 has generated critical funds for spay/neuter services across New Mexico — reducing euthanasia, preventing unwanted litters, and expanding access to veterinary care in underserved communities.

While last week’s ruling is disappointing, our commitment to protecting animals and advancing humane solutions remains unchanged. We will share additional updates as we evaluate next steps.

New Mexico's own U.S. Senator Ben Ray Luján — who serves on the Senate Agriculture Committee — filed an amendment to the Farm bill that would prohibit the export of American horses to Mexico and Canada for slaughter.

And despite the looming possibility, there was no offer for an amendment attaching the "Save Our Bacon Act." That dangerous anti-animal language would have destroyed states' authority to pass and enforce their own animal protection laws.

The Animal Welfare Program Fund is already making a difference for New Mexico's animals and communities!

After identifying the need for dedicated funding to strengthen local animal shelters and services, Animal Protection Voters worked with lawmakers to establish the Animal Welfare Program Fund.

Now, the second round of grants is helping communities expand lifesaving programs where they're needed most. We commend the Department of Finance & Administration for their swift work implementing the Animal Welfare Program Fund and prioritizing projects that have highest life-saving impact.

But even as we celebrate this second round of funding, the New Mexico Legislature must replenish the Animal Welfare Program Fund in 2027 so local communities can continue building on the progress made so far.
