There was a technical hiccup with the vendor who is mailing out the PEF ballots. Approximately 250 members did not receive a ballot.

The deadline to vote and return ballots has been extended in an effort to be sure all members have an equal chance to vote on the contract proposal.

The new deadline for the vendor to receive your ballot in the mail is 5 p.m. on Aug. 17. Votes will be counted and results announced on Aug. 18, 2026. Details:

PEF Division 300 has announced that open elections for officer positions are slated for October 2026.

There are no "vacant" positions at this time, but any member with the desire to serve his or her co-workers is encouraged to run for an elected Division 300 position.

Any dues-paying PEF member is eligible. For more information about PEF’s election process: https://www.pef.org/elections/

The current Division 300 administration’s election ticket for October 2026 has also been announced (see poster on the PEF bulletin board on your floor).

This election cycle is the first in more than 30 years that long-time Division 300 stalwart Steve Sconfienza will not run.

Our division congratulates Steve on his massive contributions to NYSOFA’s largest labor union as an ELECTED officer over the past three decades. Steve will remain on the team as an advisor.

The elections in October will decide who the officers are from January 2027 to January 2029.

All PEF member employees are entitled to use time off for illnesses.

What do you do in cases where your sick leave balance gets low, or if you are having issues with your supervisor about lost work time?

In these instances Division 300 members are encouraged to contact HR at NYSOFA.

They can point you toward two resources:
RA - a Reasonable Accommodation
FMLA - the Family Medical Leave Act

There is also a temporary disability benefit FMLA that pays half time when you’ve exhausted your PTO.

Those programs advocate for you to work when heathy and pain free.

In all cases, you’ll need your doctor to approve and justify the medical leave.

Division 300 research shows that the 2023-2026 PEF labor contract was ratified on July 28, 2023. That year, backpay and the new raises became effective approximately six weeks later - in early September 2023.

That's the closest Div300 can get to "predicting" when the 2026-2031 contract will be put into effect. First: it needs to be ratified. Ballots are in the mail.

UPDATE: Big PEF posted the following info to www.PEF.org this weekend. The timetable for the ratification vote is as follows:

1. Ballots will be mailed to PEF members in the State’s PS&T unit by the American Arbitration Association (AAA) on July 8, 2026. Only State or Roswell Park employees in the PS&T Unit who were dues-paying PEF members as of June 17, 2026, are eligible to vote.
2. Ballots must be received by AAA on or before 5 p.m. on July 30, 2026. Received means in hand, not just mailed or postmarked by July 30, 2026.
3. A double-envelope system will be used for balloting as required by AAA to ensure secrecy. PEF will follow all procedures required or recommended by AAA for balloting.
4. Any PEF member in the PS&T unit who has not received a ballot by July 15, 2026, should call the AAA hotline at (800) 529-5218 or email Sacha Ulerio (AAA) at [email protected] to request a ballot or replacement ballot.
5. Ballots will be counted by AAA on July 31, 2026.

On June 11, 2026, the PEF Executive Board convened a Special Session to consider the negotiated 2026-2031 tentative agreement for all PEF-represented members of the Professional, Scientific and Technical Services (PS&T) unit. Board members were presented with the tentative contract and asked questions about various aspects of it during a vigorous debate. A roll call vote to approve the full text and send it the membership for ratification was held, and the final vote tally was 91 yes, 1 no, and 1 abstain.

Division 300 has been asked by several members about "when the contract will become effective." The division can only estimate the length of the ratification process. Our *best guess* - based on past ratified contracts - is that the union and state will get this contract/retroactive payments put into affect by the end of October.

The New York State Public Employees Federation (PEF) Executive Board voted overwhelmingly on June 11, 2026, to approve the 2026-2031 Tentative Agreement for the PS&T unit and send it to members for a ratification vote.

Ratification Process Details/What's Next:
A physical copy of the agreement, including salary highlights, gains, tradeoffs, and the voting timeline, will be mailed to all members later this month.
