Governor Kathy Hochul says the administration protected home care by transitioning CDPAP to Public Partnerships PPL.

While flattered her spokesperson used our slogan, taking away consumer choice and shuttering hundreds of local businesses is not protecting home care - and they know that.

Meanwhile, the New York State Senate and the The United States Department of Justice are both conducting separate investigations into the selection of PPL as the single statewide fiscal intermediary.

Former PPL employees are speaking out, saying they were left untrained and unsupported — and that problems inside the company contributed to missed paychecks for caregivers across the state.

“We had to teach ourselves,” said one former PPL customer service representative, who requested anonymity. “It was self-learning — watching videos to figure out PPL’s system."

This is huge - a whistleblower describing a “s— show” inside PPL.

“It’s unimaginable. We’ve gone from the frying pan to the fire,” the PPL employee said.

Hundreds of callers are on hold by 8 a.m. when workers sign on for the day, and hundreds are still waiting on hold by the end of the business day, the worker said — meaning consumers and caregivers have to call back and try again the next day.

“Thousands of calls a day are getting abandoned,” the source said, claiming that management is ramping up pressure and “micromanaging” agents’ time.

"We get that the state wants to impress on everyone the need to get signed up, and we recognize that deadlines can be powerful motivators. But this uncertainty is no way to treat either the vulnerable clients who depend on this program for their daily needs — for some, even their survival — or the aides who rely on the work for income.

The Hochul administration needs to lay out its plan to get full registration, and its backup plan if it fails to achieve it. Because one thing is certain: It will own either the success, or the failure."

What will happen if thousands of people who depend on home care aides miss an imminent deadline? The state has yet to say.
