Declaration of Independence 250th Anniversary Bike Ride - Sunday June 7th!

There are loads of places in Albany that are connected to the American Revolution and the Declaration of Independence. Come out and join our free 7.2 mile ride around downtown Albany. We will briefly visit Cherry Hill, the Schuyler and Ten Broeck Mansions and other places. We will meet up at Corning Preserve Boat Launch at 10:30 am on Sunday the 7th. Optional refreshment stop at the end in the Broadway warehouse district. More details are on our events page.

Kids Learn to Ride Event a Joyful Success

The weather was a bit cool, but not nearly so cool as seeing all the kids learning to bike. There were lots of big smiles, lots of cheering parents and lots of fun for everyone. We had 13 kids registered and a few more joined in from the County "Stepping Stones" program that was happening next door. Most of the kids were pedaling at the end of the 2 hour training. All the kids made great progress. Kids that didn't have a bike when they arrived went home with a bike and a helmet.

Thank you! to the County Health Dept, Recreation Dept and the Child, Youth and Families Dept for their cooperation and allowing us to use a parking lot at Saint Rose. Albany Bike Rescue supplied a crack pit crew that rapidly removed and replaced pedals, adjusted bikes and made other repairs to the bike fleet. We could not have done this event without them or our instructors, cat herders and other helpers. We hope to do this again in late Summer in the South End.

Free Kids Learn to Ride Event May 30th !

Do you know a kid that needs to learn to ride? There are still a few slots left!

Albany Bicycle Coalition and NY Bicycling Coalition have teamed up with the County Dept. of Health and the Dept. of Child, Youth and Family Services to put on a Kids Learn to Ride event on May 30th at the former St. Rose Campus. This is a completely free group class for kids 5 to 10 who are ready to ditch their training wheels and ride a two-wheeler for the first time!

The training event will happen in the large parking lot between Western and Madison, nearest Partridge (map). Enter from either Western or Madison. See the ABC events page for more details. We will expect parents and guardians to be there with children and their bikes (if they have bikes) at 9:30. The on-bike learning experience will start at 10 am and end by 12:15pm.

We have some free bikes and helmets to provide for kids that don't have one. We could use a few more bikes! If you have a gently used child's bike that you wish to contribute, please e-mail [email protected].

We are also looking for people to help! Join us for the fun if you have any bike mechanical experience. We need folks to do some basic bike work, like pumping tires, raising and lowering seats, removing training wheels and removing and reinstalling pedals. "Experienced Cat Herders" are also needed! Bike to Work Day Completed

Mayor Applyrs joined a happy group of bicyclists on Friday, May 22nd for the City's Annual Bike to Work Day Ride. It was a great sunny morning for a ride. The ride started at "The Point" at Western and Madison to City Hall. After a spin through Washington Park, there was a brief stop at Stack's for coffee. Two officers from the Albany Police Department bicycle squad joined the fun and assisted with logistics. Everyone successfully arrived at City Hall.

Bike to Work Day shows people that bike commuting in Albany can be an economical, safe and fun way to start the work day.

City Recognition of Bike Month
New Strict County E-Bike/E-Scooter Proposal

On Monday evening, May 18th at 7pm the Albany City Common Council is expected to pass Resolution 28.52.26R recognizing May as Bike Month in the City of Albany. The Resolution points out Bike Month was started in 1956 by the League of American Bicyclists (ABC is an organizational member).

The resolution is symbolic but points to positive signs for biking in Albany including: the impressive growth of CDPHP Cycle! bikeshare program, increases in bike commuting and recreation, the City's increasing bike infrastructure (slow but true), and the City's recently established Active Transportation Planning Commission. We would add the popularity of Albany Social Cycling (meeting Thursday at 6:30pm by the playhouse in Washington Park); the free and voluntarily provided Bike Valet at many Albany events; and the City's reduction of speeds to 25 mph, school zone speed cams, and residential speed humps that have slowed vehicular speeds and made the City of Albany's roads safer for all that use them.

Last week several Albany County Legislators introduced proposed County Law "E" of 2026, "REGARDING SAFETY REQUIREMENTS AND PROHIBITIONS FOR ELECTRIC SCOOTERS AND BICYCLES WITH ELECTRIC ASSIST". Setting aside the question of whether NY VTL Article 34 pre-empts County legislation over e-bikes and e-scooters, the proposal would amend Albany County's previously established helmet requirement for passengers and operators of bicycles with electric assist and electric scooters (see County Code § 288-18). It would add provisions prohibiting:

operation of e-scooters or bicycles with electric assist on any off-highway property of Albany County. Presumably this prohibition would include the County rail trail from Albany City to Voorheesville, and other County owned trails. The prohibition would include CDPHP Cycle! e-bikes. Note: state law already prohibits the use of e-bikes and e-scooters on public lands unless permitted by localities. However, this currently gets muddied by official signs on the County rail trail that prohibit motor vehicle use on the County Rail trail - the definition of "motor vehicle" in the NY Vehicle and Traffic Law (VTL) excludes devices meeting the state definitions of "electric scooters" and "bicycles with electric assist".

use of e-scooters or bicycles with electric assist on sidewalks (already prohibited by NY VTL Article 34)
use of e-scooters or bicycles with electric assist on roads over 30 mph (already prohibited by NY VTL Article 34)
operation of e-scooter or bicycle with electric assist in a "reckless" fashion (some examples are given which may already be illegal under the VTL)
operation of e-scooter or bicycle with electric assist under the influence of drugs or alcohol (already prohibited by NY VTL Article 34)
fleeing from a police or peace officer while operating an electric scooter or bicycle with electric assist in Albany County.

Penalties under the County Law are significantly more than those in the VTL: $500 for a first offense progressing up to $5,000 and one year imprisonment for a 3rd offense (with parents responsible for fines incurred by minors and any restitution for damages to County property). Provisions for impoundment are also included.

Use of bicycles with electric assist and electric scooters by juveniles under 16 years of age is certainly illegal and dangerous. By their very nature juveniles are more prone to use poor judgment that can lead to crashes. Law enforcement needs the ability to stop minors from using these devices on roadways where they may harm themselves and traumatize drivers involved in crashes with them.

The proposed legislation regarding legal class 1 and class 2 bicycles with electric assist is not what is needed to make our roads safer. Much of the hype about e-bikes emanates from instances of misuse of high speed devices that are not "bicycles with electric assist" and are in no way legal on roads in the state of New York. No bicycles with electric assist or e-scooters operated outside NYC are permitted to have motors capable of exceeding speeds of 20 mph (faster class 3 e-bikes are already prohibited outside NYC). Higher speed devices will have more crashes because they have less time to avoid crashes. Higher speeds also bring more kinetic energy to crashes making those crashes more injurious. Class 1 and 2 bicycles with electric assist are not such devices.

Too many devices that are called e-bikes by dealers exceed 20 mph, and are sold to consumers without telling them that such devices are prohibited from our roadways. NY State and Albany County need to address these sales. More needs to be done to educate people what is and what is not illegal behavior. The draconian penalties envisioned in this legislation are not an appropriate way of addressing the failure of government to communicate what is safe and legal. This should be addressed in public service announcements and public education. It should be addressed in driver education and in schools (bicycle safety is required in the NY Education Law). Sellers should not be permitted to sell devices that cannot be used on our roads. At the very least they should not be permitted sell them without informing consumers of NY laws relating to their use.

Low speed class 1 and class 2 bicycles with electric assist are essential means of transportation for more and more people in these days of outrageous motor vehicle costs, gas costs, general inflation and limited public transportation. They are not appreciably faster than regular bicycles. The weight difference between regular bicycles and class 1 and 2 e-bikes is no different than the weight differences between the bodies of cyclists. There is no good reason properly operated class 1 and 2 e-bikes should not be allowed to be operated wherever bicycles may be ridden. This is how they are treated by local laws in Lake George and Queensbury.

Lastly, enforcement of the helmet provision for CDPHP Cyle! e-bikes could seriously impair the viability of that popular bike-share service for e-bikes that can only travel about 15 mph and may only be used by adults.

Annual Ride of Silence May 20
(Rain Date May 21)

Each year on the third Wednesday of May bicyclists all over the World honor fellow bicyclists that were killed or seriously injured in crashes by joining in a ride to visit locations where those crashes happened. There are so many such locations in the Capital Region that Albany Bicycle Coalition changes its route so that we can visit different area crash sites each year.

This year we will start and finish our ride at the west end (Schenectady side) of Evergreen Memorial Park Cemetery, 2150 Central Ave, Schenectady. We ask that participants gather there between 5:30 and 5:45pm. At 6pm we will start by remembering Joseph Crandall, who was killed on Central Avenue right there by the west end of the cemetery. Note: we will not be riding on Central Avenue. The full route is available on the Albany Bicycle Coalition events page. The ride will be about 2 hours. We will have everyone back at the starting point before sunset at 8:15.

If you bike there we strongly recommend you choose your route to arrive via Albany Street and avoid Central Avenue. If coming by car you may park on the cemetery's gravel road, but not on the grass. Check our events page before noon on the day of the event for weather updates.

Our two Earth Day events, the clean-up and ride, will take place tomorrow Sunday. Weather forecast is excellent - no rain and moderate temperatures. Both events meet at the South Pearl St trailhead parking lot:
722 S. Pearl St., Albany NY
You can attend either, or both.
9:30 AM to noon: Clean-up of South End Connector Trail (bring your own work gloves)

Ten Years Later

Earth Day Ride & Clean-Up Rescheduled

Due to rain last Sunday, we have rescheduled our two Earth Day Events for Sunday April 26th. You can join either or both.
(Check albanybicyclecoalition.com website morning of 26th if rainy)

From 9:30am to noon we will be holding our 2nd Earth Day Clean-up of the South End Connector Trail, the multi-use trail connecting the Albany County Rail Trail with the Empire State Trail. We will be meeting at 9:30am at the Albany County Rail Trail Parking Lot, 722 S. Pearl St., Albany NY. Bring your work gloves and happy thoughts of Spring!

Our Free Earth Day Ride will celebrate the 10th Anniversary of the Albany County Rail Trail. 12:45 pm to 1 pm, sign in at the Rail Trail Parking Lot, 722 S. Pearl St, Albany.

12 mile round trip
Mostly flat (234 feet elevation gain)
Total time: approx. 2 and 1/2 hours
Mainly rail trail, plus one low-traffic street, based on CapitalNYBikeMap.com
Informative talks about bike-pedestrian infrastructure: Albany County Rail Trail, Normans Kill Ravines Park, new Cherry Ave. multi-use path, Kenwood Ave. trailhead
Helmets required
Minimum age 12; riders under age 18 must be accompanied by adult

Albany Bicycle Coalition is proud to be a part of the statewide Safe Streets Coalition that is fighting to make New York's roads safe for all that use them.

Join us for a free one-hour workshop led by a League of American Bicyclists Certified Trainer. Learn about a tried and true method of your child riding without training wheels. Considerations for sidewalk riding and skills needed to be road ready.
Registration is encouraged but not required.
