The Continental Navy was founded on October 13, 1775 by the Continental Congress to fight against British forces and their allies as part of the American Revolutionary War.

With the Revolutionary War over in 1785 Congress had disbanded the Continental Navy and sold the remaining ships.

President George Washington signed the Naval Act on March 27, 1794, reestablishing a permanent standing Navy to combat pirate threats against American merchant ships.

The Department of the Navy was created on April 30, 1798, giving the service its own independent cabinet-level administration.

The United States Navy decided in 1971 to recognize October 13, 1775 as the date of its official establishment.

On August 3, 1492, Columbus set sail with three ships: the Nina, the Pinta, and the Santa Maria.

On the early morning of October 12, the lookout on the Pinta, spotted a small island in the Bahamas, and Columbus, believing that he had finally reached Asia, called the natives he encountered “Indians.”

Columbus Day reminds us of the courage to explore the unknown, to face challenges with determination, and to pursue new possibilities without fear.

Columbus Day also serves as a major celebration of Italian-American heritage, identity, and resilience as it gave early immigrants a place in the foundation of our nation.

May we always have the courage to take on new challenges and to discover what lies beyond the horizon.

Police Conference of New York 1st VP Jeffrey S. Gross stopped for a quick picture with Bo Dietl after a meeting Wednesday at the Detectives' Endowment Association Office regarding the HALO Bill.

Bo Dietl is a retied NYPD Detective, member of the Homeland Security Advisory Council appointed by President Donald J. Trump, and media personality.

Even after retiring in 1985, appearing in media and on radio, and starting a consulting firm Bo Dietl always found his way back to the Detectives' Endowment Association.

The HALO Bill would create a mandatory buffer zone around working first responders. Contrary to some opinions, this law would not prevent anyone from legally executing there rights but allow first responders a safety zone to operate free of interference.

Having this buffer will allow time for officers to react to any possible threat to themselves or others on scene.

Although the New York State Legislative Session is months away, the Police Conference of New York is already working on getting it done.

Police Conference of New York 1st VP Jeffrey S. Gross stopped for a quick picture with Patti Ann McDonald at the Detectives' Endowment Association Annual Awards Dinner.

This year the Detective First Grade Steven McDonald Humanitarian Award, named after Patti Ann's husband who was shot on in line of duty in 1986, was presented to Donnie Wahlberg for his support of law enforcement across a wide spectrum as an actor and producer. Donnie portrayed NYPD Detective Danny Reagan on Blue Bloods for nearly 15 years.

Detective McDonald was paralyzed after being shot 3 times during an interaction with bike thieves in Central Park. Detective McDonald survived and spent the rest of his career speaking nationally of his message of forgiveness, peace, and reconciliation.

Steven McDonald passed away on January 10, 2017 and on July 16, 2026, the NYPD in honor of his enduring legacy of service and leadership officially renamed its training facility to the Detective Steven D. McDonald Police Academy.

The Police Conference of New York 1st Vice President Jeffrey S. Gross was with Lieutenants Benevolent Association President Lou Turco at the Detectives' Endowment Association Annual Awards Dinner this evening. One of the topics was continued discussion of the importance of the The HALO Bill.

The HALO Bill would create a mandatory buffer zone around working first responders. Contrary to some opinions, this law would not prevent anyone from legally executing there rights but allow first responders a safety zone to operate free of interference.

Having this buffer will allow time for officers to react to any possible threat to themselves or others on scene.

The HALO Bill would mimic Florida's "Halo Law" (Florida Statute § 843.31) which went into effect on January 1, 2025, creating a mandatory buffer zone around working first responders.

On Tuesday morning the attendees at the conference had the privilege of a video town hall with Jon Stewart, a staunch advocate for first responders and available access to adequate benefits. Jon confronted congress in 2019 pressing for continuing funding for the 9/11 compensation fund.

Jon has been on the forefront ensuring that omelet stations are a requirement at all conferences.

Since then, Jon continues to speak on behalf of those who need to be heard and hold those in power accountable.
