The National Association of Parents of Deaf Children (NAPADEC) of Uganda was founded in 2009 by a group of concerned parents of deaf children at a meeting at Uganda School for the Deaf- Ntinda. The goal was to promote and advocate for the rights of deaf Children and their parents/families in Uganda. NAPADEC is duly registered with the National Bureau for Non-Government Organizations under the Laws
of the Republic of Uganda and entered registration No. INDR91882560NB/3194
NAPADEC exists to improve the livelihoods of deaf children in Uganda by advocating for equalising opportunities, rights, and inclusive participation of deaf children, their parents, and families in mainstream development processes/ programs. This is pursued through participation in policy planning, social–economic empowerment programs, capacity building, advocacy and lobbying, awareness enhancement, sign language training, and resource mobilization. In terms of the geographical scope of coverage, NAPADEC currently operates in four (4) Districts of Uganda namely; Luuka, Bududa, Iganga and Mukono. Additionally, several programs are being implemented to meet the needs of beneficiaries and these including the following;
Sign language training: Using a multiplier approach and training curriculum in place, the program is mainly aimed at closing the communication gap between deaf children and their parents and ensuring inclusive family and community participation. Child protection and safeguarding: Child protection is at the centre of our work, we are committed to ensuring zero tolerance to abuse and exploitation through capacity-building training, management and response to emerging cases. Establishment and empowerment of Parents Support Groups (PSGs): At the grassroots level, our structures comprise 13 established PSGs with 295 registered parents/members. These PSGs are trained to enhance their functionality and suitability capacities. Awareness raising: To repel negative stereotypes and sensitize community members on issues relevant to hearing loss and the needs of deaf children and young people, NAPADEC continues to organize and participate in both national and international awareness events such as the Silent walk, International week of deaf people and world hearing day. Skill development training: Non-formal vocational skills and Rock and water life skills training among others are conducted to re-skill, upskill, increase awareness, build resilience and self-esteem, and promote self-reliance among deaf children and young people.
