PUBLIC GUIDANCE: WHY THE BA'MASAABA RESCUE TEAM ACTED

1. No delays. We acted on official guidance.
On 18/08/2025, the Rescue Leadership received written guidance from the Solicitor General on government service. Work began immediately to prevent a constitutional vacuum in Inzu Ya Masaaba.

2. We followed the law and our Constitution.
The Rescue Leadership’s mandate is based on:
a) Article 16/15 of the Cultural Leaders Act, 2011 - governing recognition and transition of cultural institutions.
b) The IYM Constitution* - delegates and chairmen with active court cases were not permitted to participate until matters are concluded. This protects institutional integrity.

3. The facts on record.
a) Gazette Notice 966 (Corringhum) legally changed the title to _Umukuuka wa Bugisu_. This is a government record.
b) A Presidential ban on public gatherings previously prevented assemblies from renewing mandates. This is national context, not an excuse.

4. Consistent application of rules.
When one candidate was denied office on grounds of an “expired assembly,” the same standard applies to all. Selective application of tenure rules creates precedent and undermines the rule of law. The IYM Constitution remains the supreme governing document for our cultural affairs.

5. Our mission is unity and self-governance.
The Bamwambu, Bamubuya families and Rescue Assembly members are working together to:
a) Restore lawful procedure in Inzu Ya Masaaba.
b) Protect the glory and cultural self-governance of Bamasaaba.
c) End cycles of misinformation that damage our institution.

6. Call to action.
We ask all Bamasaaba to rely on documents, not rumors. The law, the Gazette, and the IYM Constitution are public. Let us rebuild with facts.

“Not even the law can alter the constitution of our culture”_ means: Our customs stand, but they operate within the laws of Uganda. Both must be respected.

Our appeal to all Ba'Masaaba and friends to strengthen our solidarity.
Let us all be agents of Peace, Butwela and harmony.

We are setting a pace of self governance leadership in Africa.

Seeing your babies turning into adults is a blessing, you begin to look at how they can succeed in their lives.
RYNA the name I love to call her though her professional name is Eng. Muyama Mabel with speciality in telecommunication engineering, was born on the even we launched United development Scheme - UDS at the village of Busabulo Clan, Busano Sub county, Mbale district Uganda.
John Isaac Namutali soon to graduate with a bachelor's degree in computer science from ISPAT university, is the brother with the age difference of three, he sees himself to be developing Robots to enable services including software engineering.
They are both looking for firms that can hire them to offer online services.

“For the Voice of the Voiceless Ba’Masaaba”

Ba’Masaaba bewa, Inzu Ya Masaba,

I bring before you today not as a man seeking glory, but as a son of Ba’Masaaba carrying the charge given in Proverbs 31:8-9:

_“Open your mouth for the mute, for the rights of all who are destitute. Open your mouth, judge righteously, defend the rights of the poor and needy.”_

For too long, the voice of Ba’Masaaba has been quiet in matters of self-governance and cultural restoration. We have watched decisions made about us, without us. That is why I have walked in the wilderness — not to separate myself from you, but to seek formal authority and recognition for our right to govern ourselves and restore what is ours.

And I bring you good news: the voice of the voiceless Ba’Masaaba has now been heard.
Through the letters of the Solicitor General, the Ministry of Gender, and the Attorney General’s clarification, the Government of Uganda has acknowledged the steps we are taking toward self-governance and cultural restoration. This is not my victory alone. It is ours.

But a house is not built by one man, and a nation is not restored by one voice.

This is my call to all Ba’Masaaba:

1. Rise as a people of purpose. Just as Proverbs 31 describes the virtuous woman who builds her house with wisdom and strength, so must we build Ba’Masaaba. Every clan, every family, every son and daughter has a role.
2. Protect what is sacred. Our language, our land, our traditions, our dignity — these are not negotiable. The virtuous woman guards her household; we must guard our heritage.
3. Act with unity and discipline. A prince cannot lead if the people scatter. Let us speak with one voice, work with one heart, and move with one purpose.
4. Raise the next generation. Our children are asking for family time, for identity, for roots. We must give them Ba’Masaaba that is alive, not just remembered.

Ba’Masaaba, the time of silence is over. The time of waiting for others to speak for us is over.

I have spoken. Now I call on you to stand, to build, and to defend what is ours — with the strength of a virtuous people and the courage of a nation called to self-governance.

For God, for Ba’Masaaba, for our children’s future.

May God bless Ba’Masaaba.
