On behalf of the National Youth Advocacy Platform that i chair at National Level Chaired by our very own Matte Jockas, we are super excited to join “Lead the Narrative: Communication for Youth Advocacy”, a 4-day training taking place on 23-26 February 2026 in Uganda 🇺🇬.

Organised by Youthmakers Hub under the AU-EU Youth Voices Lab - Power of the Collective programme, this training brings together youth advocates and youth-led organisations to strengthen practical communication for youth-led advocacy.

We are looking forward to sharpening our advocacy messaging, learning how to build social media campaigns, strengthening networking through storytelling and building confidence in pitching and public speaking.

✍🏽 : 𝐀𝐧𝐧𝐮𝐚𝐥 𝐖𝐨𝐦𝐞𝐧 𝐈𝐧 𝐇𝐃𝐏 𝐒𝐮𝐦𝐦𝐢𝐭 2025

🎯 Today, 𝐈𝐧𝐧𝐨𝐯𝐚𝐭𝐢𝐨𝐧 is a key driving force for localization in Uganda through the 𝐐𝐮𝐀𝐌𝐏𝐥𝐮𝐬 National Passporting Mechanism a 𝐆𝐚𝐦𝐞-𝐂𝐡𝐚𝐧𝐠𝐞𝐫 for coordinated CSOs. This fit-for-purpose tool strengthens Capacity sharing, Accountability and Trust (CAT) in Uganda's humanitarian and development ecosystem.

𝐐𝐮𝐀𝐌𝐏𝐥𝐮𝐬 is a One-Stop Digital Gateway connecting Local and National Actors (LNAs) to Uganda's national passporting framework, meeting donors' due-diligence requirements. Developed with feedback from LNAs, INGOs, government officials and donors as 𝐐𝐮𝐀𝐌𝐏𝐥𝐮𝐬 ensures relevance, inclusivity, credibility and user-friendliness.

Launched on May 6, 2025, 𝐐𝐮𝐀𝐌𝐏𝐥𝐮𝐬 contributes to sustainable localization by:

👉🏽 Reducing Duplicative Processes through streamlining due diligence, reducing fragmentation
👉🏽 Strengthening LNA Systems by providing a clear pathway for LNAs to enhance their systems
👉🏽 Trusted Reference, offering donors and INGOs a nationally anchored due-diligence reference.

Funded by ECHO, 𝐐𝐮𝐀𝐌𝐏𝐥𝐮𝐬 is a collaborative effort with the International in Uganda, the Uganda National NGO Forum and This innovative mechanism empowers Ugandan CSOs, promoting transparency, accountability and good governance.

📝 Our Call to all Action is that all CSOs especially Local Actors should embrace the online self-regulating mechanism - 𝐐𝐮𝐀𝐌𝐏𝐥𝐮𝐬 as a flexible mechanism to address the Capacity, Accountability and Trust (CAT) factors at hand.

During the 𝐀𝐧𝐧𝐮𝐚𝐥 𝐇𝐢𝐠𝐡 𝐋𝐞𝐯𝐞𝐥 𝐃𝐢𝐚𝐥𝐨𝐠𝐮𝐞 𝐨𝐧 𝐋𝐨𝐜𝐚𝐥𝐢𝐳𝐚𝐭𝐢𝐨𝐧 𝐢𝐧 𝐔𝐠𝐚𝐧𝐝𝐚, championed by with support from Partners "𝑻𝒓𝒂𝒄𝒌𝒊𝒏𝒈 𝑷𝒓𝒐𝒈𝒓𝒆𝒔𝒔 & 𝑺𝒕𝒓𝒆𝒏𝒈𝒕𝒉𝒆𝒏𝒊𝒏𝒈 𝑷𝒂𝒓𝒕𝒏𝒆𝒓𝒔𝒉𝒊𝒑𝒔."

𝑪𝑨𝑹𝑬 is collaborating with over 60 Local and National Actors (LNAs), with 70% of these being Women-Led Organizations (WLOs) and Women Rights Organizations (WROs) to drive localization efforts in Uganda.

‘Strategic alignment with INGO Headquarters and alignment with LNAs is crucial in meeting the GRF pledge commitment of at least 25% funding threshold to LNAs’’ Opio- Program Director, CARE International in Uganda

𝑪𝑨𝑹𝑬's leadership has made commitments to improve accountability and trust, resulting in the allocation of 66% of humanitarian funding to LNAs with overall of 45% to local partners. However, Localization gaps, such as bureaucratic INGO systems and accountability issues among some LNAs still exist.
