Food Rights Alliance - FRA Food Rights Alliance is a coalition constituted in 1999 to bring together Civil Society working in the field of agriculture & food security in Uganda.

Food Rights Alliance is a coalition constituted in 1999 to bring together Civil Society Organizations working in the field of sustainable agriculture and food security in Uganda. At the formation, it focused on the launch of the WTO’s new round of talks, which took place in Seattle, concerning international agreements, globalization processes and genetic modification. In 2000, other important issues were tabled for discussion, including the Government of Uganda’s Plan for Modernization of Agriculture (PMA).

Today Food Rights Alliance - FRA and partners convened the Stakeholder’s meeting on the Pre-AU Africa Seed Summit in Entebbe, bringing together civil society, farmer organisations, government actors, development partners and other seed-sector stakeholders.

Held under the theme “𝐅𝐚𝐫𝐦𝐞𝐫𝐬 𝐅𝐢𝐫𝐬𝐭: 𝐒𝐞𝐜𝐮𝐫𝐢𝐧𝐠 𝐒𝐞𝐞𝐝 𝐒𝐨𝐯𝐞𝐫𝐞𝐢𝐠𝐧𝐭𝐲 𝐚𝐧𝐝 𝐑𝐞𝐬𝐢𝐥𝐢𝐞𝐧𝐭, 𝐈𝐧𝐜𝐥𝐮𝐬𝐢𝐯𝐞 𝐒𝐞𝐞𝐝 𝐒𝐲𝐬𝐭𝐞𝐦𝐬 𝐟𝐨𝐫 𝐔𝐠𝐚𝐧𝐝𝐚’𝐬 𝐅𝐨𝐨𝐝 𝐒𝐞𝐜𝐮𝐫𝐢𝐭𝐲,” the meeting took stock of Uganda’s seed sector, building a shared evidence-based position ahead of the Africa Seed Summit, and strengthening coordination and joint advocacy among seed-sector actors.

Importantly, participants have developed a consolidated Uganda CSO Position Paper/Statement on resilient and inclusive seed systems, alongside a roadmap for continued civil society engagement beyond the Summit.

The meeting provides a timely platform to ensure that farmers’ rights, seed sovereignty and farmer-managed seed systems are strongly reflected in Uganda’s contribution to Africa’s seed policy agenda.

Last week, Food Rights Alliance - FRA engaged in the public hearing on the EAC Seed and Plant Varieties Bill, 2025, before the Committee on Agriculture, Tourism and Natural Resources of the East African Legislative Assembly bringing the voices and concerns of smallholder farmers and civil society into the legislative process.

The Secretariat submitted its memorandum to the Committee, calling for the legal recognition and protection of farmer-managed seed systems as a legitimate part of the regional seed system; stronger protection of farmers’ rights; and the protection of indigenous, local and climate-resilient seed varieties, including through a Community Register linked to national and regional gene banks.

FRA further strongly called for a Regional Seed Law.

𝐑𝐞𝐟𝐥𝐞𝐜𝐭𝐢𝐨𝐧𝐬 𝐟𝐫𝐨𝐦 𝐭𝐡𝐞 𝐂𝐀𝐀𝐃𝐏 𝐍𝐨𝐧-𝐒𝐭𝐚𝐭𝐞 𝐀𝐜𝐭𝐨𝐫𝐬 𝐋𝐞𝐚𝐫𝐧𝐢𝐧𝐠 𝐋𝐚𝐛

Our Executive Director, Ms. Agnes Kirabo, has returned from four impactful days in Kenya at the CAADP Non-State Actors Learning Lab, with valuable reflections on the power of evidence, collaboration, and regional solidarity.

The Lab was more than a conference, it was a space for honest dialogue and practical learning. Participants from across the region shared experiences on budget advocacy, social accountability, political economy analysis, and tracking resources from national plans to local implementation.

One key message that stood out for Ms. Kirabo was: “Influence without evidence is guesswork, and evidence without a pathway for action is just description.” The discussions reinforced the need to connect evidence directly to policy and decision-making.

With civil society resources becoming increasingly limited, the Lab also highlighted the importance of cross-border solidarity. No single country or Alliance can carry the responsibility for CAADP implementation alone.

After two decades of engagement in food rights, accountability, and nutrition policy, Ms. Kirabo returned with a simple reminder: “It was never about being counted as present. It is about what you bring to the table.”

She expressed appreciation to CNG, CARE Kenya, and the CNG regional and country chapters for making the Learning Lab possible.
