It should be noted that the Commission temporarily relocated its headquarters to the National Housing and construction company Limited (NHCC) premises at plot l-3/5, Seventh Street Industrial Area, Kampala, on rental basis, after leaving its Jinja Road premises to pave way for the construction of Kampala-Jinja Expressway. The construction of EC’s headquarters at Lubowa is supposed to be implemented by NHCC which will provide land, design, construct and furnish the Electoral Commission Center at Lubowa, Wakiso District within a period of 18months.

Teira explained, “The project is crucial for enhancing the operational efficiency, institutional capacity, cost-saving in the long term and electoral preparedness for the upcoming electoral, activities. Failure to provide the UGX62Bn required. in FY2026/27 risks stalling the project and undermining the commission's preparedness for the upcoming critical electoral milestones. It is recommended that the Government prioritises and allocates UGX62Bn in FY 2026/27 to support the construction of the Electoral Commission Headquarters at Lubowa.”

The Electoral Commission has requested for UGX62Bn for the construction of new headquarters in Lubowa-Wakiso in order to enhance the institution’s operational efficiency ahead of the upcoming elections in 2031.

The request was made by John Teira, Vice Chairperson, Legal and Parliamentary Affairs Committee, while presenting the Committee’s report on the 2026/27ministerial policy statement for the Electoral Commission recently.

The Commission also requested for additional UGX500Million to upgrade Moyo’s field office to a regional office in order to enhance the delivery of human rights services within the North West Nile region, a request that was okayed by Parliament.

In the 2026/27 national budget, the Uganda Human Rights Commission (UHRC) budget stands at UGX33.073 representing a marginal increase of UGX100Million (0.3%) from the approved budget of UGX32.973 billion in FY2025/26. However, budget performance for the first half of FY2025/26 reveals critical ex*****on challenges, with only UGX 14.034 billion (42.6%) absorbed by December 2025

“The newly elected local council leaders play a critical role in service delivery, community mobilization and oversight at grass root level. However, many of them assume office without adequate knowledge and practical skills in the Human Rights Based Approach which is essential for inclusive, accountable and people- centered governance. The requested funds will support a nationwide capacity- building programme aimed at equipping local council leaders with knowledge' skills and tools to integrate human rights principles,” noted Teira.

The Uganda Human Rights Commission (UHRC) is seeking for additional UGX1.5Bn to conduct capacity building of the newly elected local council leaders on Human Rights Based approach in order to boost service delivery.

The request was made by John Teira, Vice Chairperson, Legal and Parliamentary Affairs Committee, during the presentation of the report on the 2026/27 Ministerial Policy Statement for the Commission recently.

Additionally, the Inspectorate is also seeking for additional UGX1.5Bn to conduct specialized Training for Investigations and Prosecutions amongst its staff in order to enhance effectiveness in handling complex corruption cases.

Teira remarked, “The Inspectorate of Government requires specialized training in investigations, prosecutions, digital forensics, asset tracing, and other technical areas. This capacity building will strengthen staff skills, improve case quality, reduce investigation timelines, and increase conviction rates, particularly for high-profile and technically complex cases. The Committee recommends that UGX1.52Bn be provided to the IG to facilitate specialised staff training.

Teira argued, “Meanwhile complaints reported to the IG have significantly increased from 1,529 in FY2020/2021 to 2,942 in FY 2024/25 largely due to rising corruption and increased public awareness. Without a corresponding increase in investigative staff support this has led to a backlog of over 2,000 cases. To strengthen investigations, verification of leaders' declarations, and effectively address corruption cases particularly those related to priority Government programmes such as the Parish Development Model, the IG requires UGX15.6 billion to recruit 100 additional technical staff, covering both Wage and Non-Wage costs.”

“Currently, 78% of the fleet is overdue for disposal, including 34 vehicles exceeding 240,000 km and 92 vehicles over five years old, while six vehicles lost in the 2021 bomb blast remain un replaced. Maintaining the aging fleet costs approximately UGX1.5 billion annually, and vehicles assigned to the IGG, Deputy IGGs' and regional offices are frequently breaking down. For the last ten years, no funds have been allocated to the IG for procurement of vehicles. To ensure safe and efficient operations, the IG requires UGX4.2Bn to acquire new vehicles for all regional offices and the Head office,” Teira explained.

The Inspectorate of Government is also seeking for additional UGX15.6Bn to recruitment more staff owing to the rising cases of corruption reported across the country. Parliament was informed that currently, the Inspectorate has 407 staff against an approved establishment of 596 (68% staffing level).

The Legislators also backed the Inspectorate of Government request to purchase new vehicles following numerous breakdowns experienced by the Inspector General of Government, Aisha Naluzze during her field trips and yet in 10years, the Inspectorate hasn’t bought any new vehicle.

Parliament defended its position noting that the equipment will strengthen corruption investigations and prosecutions, since the Inspector of Government requires modern surveillance, secure communication digital forensics, and field investigation equipment.

“Priority items include covert surveillance tools, encrypted communication systems, digital forensics and data analytics tools, and portable evidence documentation kits. Corruption has, persisted and this equipment will help in tackling the corruption problem. The committee recommends that an additional UGX4.4Bn be provided ln the FY 2026/27 to the Inspectorate to facilitate the acquisition of modern investigative equipment. The investment is critical to strengthening the institution’s capacity to effectively detect, investigate and prosecute corruption and related offences,” noted Teira.
