📍Acholi Sub-region – Detention Monitoring (8 Prisons)

With support from partners including African Women Rising, IRC under the ESAPH project, Thrive Gulu and the Office of the Prime Minister (OPM), UGANET conducted a joint detention monitoring exercise across eight prisons in the Acholi sub-region.

The exercise aimed to identify refugees in detention who require legal support, provide legal information and guidance, and document the challenges affecting inmates. During the engagement, inmates received guidance on bail applications, criminal procedures and appeal processes, alongside a dedicated question-and-answer session to address their concerns.

While each facility presented unique challenges that will be detailed in a forthcoming report, a common concern emerged around nutrition for inmates living with HIV. Although access to medication was generally consistent, food insufficiency was highlighted as a major barrier to effective treatment and wellbeing.

📍Kasese District – Cluster A, Ranch 1 (New Reception Centre)

Community voices took centre stage during a dialogue with Persons of Concern (PoCs) focused on the rising forms of violence within the community. A total of 86 participants (58 women and 28 men) took part in open discussions on the drivers and impact of gender-based violence.

Key issues raised included denial of resources and opportunities for women rooted in cultural and religious beliefs, early and forced marriages, and persistent power imbalances between men and women, boys and girls. Participants identified sexual violence, physical assault and economic violence as the most common forms of GBV affecting the community.

The dialogue created space for reflection on harmful social norms and reinforced the importance of gender equality, women’s empowerment and peaceful family relationships as essential pathways to safer and more inclusive communities.

Religious leaders are stepping up as champions for positive social change. During a follow-up meeting held at Hirai Mosque, leaders from the Anglican, Catholic and Muslim faiths reaffirmed their commitment to eliminating harmful cultural and social practices by implementing agreed action plans within their respective communities.

The leaders pledged to integrate messages on gender equality, protection and positive social norms into sermons, community dialogues, premarital counselling sessions, youth fellowships and interfaith forums.

They also committed to strengthening collaboration with community structures and grassroots stakeholders to ensure these messages reach households and inspire lasting behaviour change across Terego District.

Building safer and more informed communities starts with empowering those closest to the people. Last week, under the Social Protection initiative, UGANET conducted mentorship sessions for Community-Based Volunteers (CBVs), community activists and community leaders across Kijomoro, Nyadri South and Okokoro sub-counties.

The team also distributed SASA! and Information, Education and Communication (IEC) materials to strengthen community engagement, promote positive social norms and equip local leaders with practical tools to prevent and respond to gender-based violence and other social justice concerns.

📍Palabek Refugee Settlement

A new chapter is beginning for the Girl Shine programme. Following the successful training of eight Girl Shine mentors and facilitators from Zones 1, 5A, 5B and 6, the team is now moving into the next phase of implementation with community entry meetings, mobilisation and enrolment of adolescent girls.

These activities will introduce the programme to parents, caregivers and community leaders, foster local ownership and encourage the participation of girls most at risk of violence and exploitation.

By transitioning from mentor capacity building to direct community engagement, UGANET is laying a strong foundation for the delivery of the Girl Shine curriculum and supporting adolescent girls to build confidence, resilience and brighter futures.

📍 Moyo District | Palorinya Refugee Settlement

In the same spirit of expanding access to justice, UGANET, together with consortium partners and the Uganda Police Force, conducted a community legal awareness session in Basecamp Zone, Palorinya Refugee Settlement. The engagement focused on strengthening legal knowledge, improving community protection mechanisms, and enhancing collaboration between community structures and law enforcement.

UGANET also conducted a two-day mobile legal aid clinic, providing direct legal support and guidance to community members. The clinic offered an opportunity for individuals to raise concerns, receive legal information, and be linked to appropriate referral pathways for further assistance.

Across the two legal aid clinic sessions, it was noted that many women continue to face gender-based violence (GBV) within their homes, highlighting persistent protection gaps and the need for strengthened community response systems.

The interventions continue to reinforce the importance of bringing legal services closer to communities, while promoting awareness, prevention, and survivor-centered responses to GBV and other justice-related challenges.

UGANET is currently implementing a legal aid camp across Nakasongola District, reaching communities in more than 15 villages with legal awareness and sensitization sessions aimed at empowering individuals to understand, claim, and protect their rights.

Through community dialogues and one-on-one engagements, residents have raised a range of legal concerns, with land-related disputes, succession matters, and compulsory land acquisition emerging as some of the most common issues affecting families and livelihoods. These engagements provide a platform for community members to seek guidance and access legal information that can help them make informed decisions.

The legal aid camp reflects UGANET's commitment to promoting access to justice, legal empowerment, and the protection of human rights. By bringing legal services closer to communities, UGANET is helping bridge the gap between vulnerable populations and the justice system, particularly for those who may face barriers in accessing legal support.

Beyond addressing immediate legal concerns, the initiative contributes to strengthening community resilience by fostering legal literacy, encouraging civic participation, and promoting accountability. Through these efforts, UGANET continues to support communities in building a society where rights are known, respected, and protected for all.

UGANET in the Field

📍 Kyarumba, Kasese District

This week, UGANET has been conducting Psychosocial Support (PSS) training for project staff, Community Activists (CAs), Senior Women Teachers, community stakeholders, and religious leaders in Kyarumba, Kasese District.

The training is strengthening the capacity of frontline actors to provide appropriate psychosocial support to survivors and vulnerable individuals within their communities. By equipping participants with practical knowledge and skills, UGANET is helping to create safer and more responsive support systems for those facing violence, trauma, stigma, discrimination, and other social challenges.

Recognizing that healing and justice go hand in hand, the training emphasizes the importance of survivor-centered approaches, confidentiality, empathy, and effective referral pathways. Participants are also exploring their role in promoting mental well-being, protecting human rights, and fostering supportive community environments.

Through such capacity-building initiatives, UGANET continues to advance its commitment to community empowerment, the prevention and response to gender-based violence, and the promotion of health, dignity, and access to justice for all.

On the 16th of June, UGANET participated in a stakeholders’ meeting organized by CEHURD that brought together representatives from the Uganda AIDS Commission (UAC), Members of Parliament, and selected partners in the HIV movement. The dialogue focused on the analysis of selected legislation and judicial decisions and their implications for Uganda’s national HIV response and Sexual and Reproductive Health and Rights (SRHR).

The discussions highlighted how recent legislative developments and court rulings are increasingly shaping the environment in which HIV prevention, treatment, and care services are delivered. Stakeholders noted that these legal and policy shifts have direct implications for access to health services, protection of human rights, and the effectiveness of community-level interventions.

Participants further reflected on Uganda’s obligations under national, regional, and international frameworks, emphasizing the need to ensure that legal and policy environments remain supportive of equitable access to health services. Key concerns also emerged around how these developments influence resource allocation, service delivery systems, and progress toward national health and development targets.

UGANET reaffirmed its commitment to advancing a rights-based approach to health, strengthening legal and policy analysis within the HIV response, and working with partners to ensure that laws and judicial decisions promote, rather than hinder, access to justice, health equity, and SRHR for all.
