鑑於僑居海外台商大多單兵獨鬥，實力分散，商機無法貫通，中華民國政府乃指定僑務委員會推動協助世界各地區成立商會組織，並依政府外交行政區域劃分為六大洲 ﹕亞洲、歐洲、非洲、北美洲、中南美洲、大洋洲，在各洲之下先成立各國台灣商會，嗣組洲際聯合總會，再組世界性總會。為凸顯商會成員皆由來自台灣，乃定名為「台灣商會」。

在僑委會以及世界台灣商會聯合總會多位台商前輩奔波努力下，於2001年成立 烏干達台灣商會.
