ACODE and the West Nile Development Association (WENDA), with support from the embassies of Denmark, Ireland, the Royal Kingdom of the Netherlands, and the embassy of Sweden, are strengthening the capacity of Collaborative Forest Management Groups to enhance end-user forest rights for vulnerable communities and equitable beneficial sharing.

Last week, the team initiated the process of reviewing the constitution for St. Egyito Eyere Eyere, a Collaborative Forest Management (CFM) group for Mt.Kei Forest Reserve in Belo village, Lima Parish, Ludara Subcounty, Koboko district.

The current constitution was inconsistent with other key documents, such as the registration certificate and the application letter to the National Forestry Authority(NFA)

Moving forward, the group has agreed to review the constitution and come up with a revised, feasible work plan. An updated membership form has also been designed for the group.

This was supported by the Embassies of Denmark, the Netherlands, Sweden and Ireland.

Agriculture is considered the backbone of Uganda's economy, employing over 70% of Uganda's population. However, several challenges face the sector, which limit its potential.

Among these are the unpredictable weather conditions, exacerbated by Climate change, hence the need to adopt new technology to enhance resilience and increase productivity.

However, this requires government support by integrating these into the different district budgets and planning processes, while ensuring inclusivity and citizen involvement.

This week, in partnership with Heifer International Uganda, we carried out a working session to support farmers from Nakaseke district to identify issues that will inform the integration of Productive Use of Solar Energy(PUSE) in planning and budgeting processes

Farmers raised concerns affecting the uptake of solar energy in Agriculture and will be presented to their district leaders for integration in the district budgets for FY2027/28

The mining sector has immense potential to provide Uganda with the much-needed revenue for Budget financing and ultimately, service delivery for the citizens.
However, the current fiscal regime seems to fall short of Uganda's development ambitions, as stipulated in the National Development Plan IV(NDP IV)
Civil Society organisations under their umbrella, Civil Society Coalition on Oil and Gas(CSCO), with support from the Natural Resource Governance Institute(NRGI), had a strategic engagement with the Ministry of Finance, Planning and Economic Development, Uganda, to present key issues that need to be addressed to close gaps in the current Mining fiscal regime.

Although the government genuinely expects the taps to open in July 2026, Ugandans may need to brace for a longer wait for the first oil, and for valid reasons.

First of all, it is important to understand that the journey toward production is an arduous one.

Secondly, it requires balancing high-speed delivery with uncompromising quality and environmental standards.

Whether “first oil” refers to the opening of the first wells or the receipt of the first sales revenue, the production start date may need to be moved. We must brace for a wait that extends beyond July 2026

The Climate Change Department, MoWE, in partnership with ACODE, PELUM, AFD and the World Bank Convened a two-day (April 8-9) Technical Validation Workshop for Uganda's Mitigation Report.

The focus of the validation was data quality, Sector targets, alignment with the national development agenda, and new priorities (SLCPs, peatlands, women, and youth).

The outcomes will inform the National Determined Contributions(NDC 3.0) and Climate Action Plan.

Today, ACODE, Civil Society Coalition on Oil and Gas(CSCO) and Natural Resource Governance Institute have interfaced with officials from the Ministry of Finance, Planning and Economic Development to discuss Uganda's Fiscal regime for the mining sector.

In his opening remarks, Mr Edmund, senior economist from the Ministry of finance thanked ACODE, CSCO and NRGI for the support rendered to maximise benefit from the sector and committed to continuous discourse in this area.

He also noted that foreign budget support has greatly reduced, and so we need to look inward to generate revenue for Uganda's Socio-Economic transformation.

Key concerns from Civil Society included;
🔸 Unclear assessment of royalties
🔸 High license and renewal fees for formalisation in the sector
🔸 Inconsistencies between mining sector legislation and tax legislation
🔸 Unclear definition of mineral beneficiation, among others.

ACODE and WENDA, in partnership with RICE West Nile, SPACE and other the district based CSOs (Colleen Aid & Life Concern) and Zombo district local government, have conducted a community awareness meeting in Atura village, Abaji parish, Athuma Sub County, with a focus on Women and Land Rights as they utilise key resources such as River Nyagak.

Key issues raised included;
🔸Transboundary water pollution, citing River Nyagak, which is heavily polluted from DRC despite conservation efforts in Uganda, hence the need for the government to engage their counterparts.

🔸Women's Land Rights are threatened by the deeply entrenched cultural practices in terms of inheritance, especially after the death of their husbands.
🔸Girls and women are still not considered for land inheritance because they are considered to be people who are going out of their homes.

The activity was supported by the Embassies of Ireland, the Embassy of Denmark in Uganda, the Embassy of Sweden in Kampala Embassy of the Netherlands in Uganda
