We spent five days in the Bunyoro sub-region spreading the gospel of citizen reporting, accountability, and collective action against corruption.

The caravan brought forward citizens’ concerns on bribery, delayed public projects, land disputes, medicine shortages, poor sanitation in health facilities, illegal school charges, delayed justice, and other service delivery challenges.

Uganda’s Corruption Perceptions Index ranking has declined over the years, despite targeted government efforts, a gap that affects citizens, public institutions, and service delivery alike.

At today's high-level meeting hosted by Transparency International Uganda, bringing together heads of institutions including the Inspectorate of Government, that gap was front and centre, discussing how public trust, accountability, and evidence-based action connect to real outcomes for ordinary people.

The conversation pointed to one consistent need: the need for practical, innovative, collaborative measures to rebuild trust and strengthen accountability, the kind of work we are committed to advancing.

The National Feedback Dialogue is underway at Kabalega Resort in Hoima City, bringing together government institutions, CSOs and citizens to reflect on voices collected across Bunyoro sub region and agree on practical actions for stronger accountability.

The Caravan chairperson from IGGUganda Ms. Christine Lamwaka noted, the Caravan was not just a tour, but a listening exercise. Every complaint raised will be reviewed and feedback given. Ms. Nanyombi Florence, Hoima City deputy mayor also reminds participants that nations that defeat corruption build not only wealth, but peace, unity, and lower debt.

Citizens have spoken and now they are seeking for institutions to respond.

Day 4 of the Anti-Corruption Caravan took us alongside Action Aid International Uganda, Inspectorate of Government Uganda and other partners across Kikuube and Kagadi districts.

We began with a courtesy call to Kikuube District leaders, who reaffirmed their commitment to accountability and better service delivery, while raising challenges around poor network connectivity, staff motivation, and ensuring public resources reach those who need them most.

At Sir Tito Winyi Primary School, the gaps were clear: overcrowded classrooms, too few teachers, limited learning materials, poor sanitation, and delayed salaries, all affecting learners and the quality of education.

We then proceeded to Kagadi, where citizens spoke openly about transparency and accountability, calling for regular audits of public spending so that funds are protected and reach the people they're meant to serve.

The message across the day was the same: stronger collaboration and real accountability are key to better service delivery for all.

Day 3 of the Anti-Corruption Caravan takes us into Buliisa today, after open conversations in Kiryandongo and Masindi through a courtesy call on district leaders, then a community Baraza on service delivery and accountability.

Citizens have raised real concerns like medicine stockouts, illegal school fees, delayed justice, land-grabbing, and leaders have made public commitments. Now Buliisa gets its turn.

Day 2 of the Anti-Corruption Caravan in Masindi District opened with a courtesy call on district leadership — led by District Chairperson Wobusobozi Patrick, Deputy Mayor Rogers Amariyine and Town Clerk Paul Onoko — who met the IG team headed by Christine Lwamwaka to discuss accountability, whistleblower protection and timely feedback on corruption cases.

We joined the Inspectorate of Government, ActionAid International Uganda, Transparency International Uganda and partners to strengthen partnerships for transparency, accountability and citizen action against corruption.

At the community Baraza, residents reminded us that such a forum is far more than meeting. Community members raised pressing concerns, including delayed justice despite court victories, illegal evictions, absentee leaders, and bribery affecting service delivery.

They also highlighted challenges at Masindi Hospital, such as difficulty accessing CT scan services, alongside unresolved questions on compensation for affected properties.

Yesterday, we joined the Inspectorate of Government, Action Aid International Uganda, Transparency International Uganda, Office of the Auditor General Uganda, Public Procurement & Disposal of Public Assets Authority (PPDA Uganda), Uganda Police, Agora Discourse and other partners as the Anti-Corruption Caravan reached Kiryandongo District.

Together with the CAO, RDC and district leaders, we held a community Baraza at St. Joseph Catholic Church grounds in Bweyale sub-county — bringing citizens, local leaders and duty bearers face to face to discuss service delivery, accountability and the responsible use of public resources.

The Baraza became a powerful sign of what accountability truly looks like.

Community members took the floor to share testimonies and demand answers, raising concerns about high school fees, medicine stockouts in public health facilities, private clinics operating within public hospitals, PDM extortion, land-grabbing and slow police response.

At Kiryandongo General Hospital, patients pointed to poor sanitation, ageing beds and troubling allegations that some were charged to access hospital toilets — issues that go to the heart of dignified healthcare.

In response, leaders addressed concerns on security, land governance, education, staffing gaps and power access, and pledged stronger accountability and improved service delivery.

For us, the day was a reminder that corruption thrives in silence, but accountability grows through dialogue. When informed citizens are given a platform to question, verify and track the commitments of their leaders, change becomes possible.

We thank the people of Kiryandongo for their courage in speaking up, and we remain committed to walking with communities to turn these pledges into real, lasting action. See something, say something. Report it. Eliminate it.

Last week, we were in Addis Ababa for the 10th East Africa Philanthropy Conference, five days under the theme "Anchoring Systems in an Era of Transition," with over 600 delegates from across Africa and beyond gathering to ask hard, necessary questions about the future of philanthropy in Africa.

The conversations were rich and at times uncomfortable in the best way. What does it mean to build systems that outlast the funding that created them? How do we move from dependence to resilience, from projects to institutions, from short-term wins to generational change? One reflection kept surfacing across sessions and it stayed with us: if external funding disappeared tomorrow, only what we have built, financed, and sustained as Africa would remain.

That question sat in every plenary session, the corridors, and even over coffee, pushing funders to reimagine how they invest and civil society organisations to push back on the terms. The week reinforced that resilience is built through local leadership, honest accountability, and long-term investments that keep communities at the centre.

The Uganda delegation showed up and contributed to a regional conversation that will shape how resources, power, and accountability are organised across East Africa for years to come. We were proud to be part of it.

We were also exhibiting at the conference. To everyone who came by our booth, asked questions, and took time to understand the work — thank you. Those conversations made the trip worth it.
