For some years now the usage of mobile phones as cameras has created mixed feelings. When i was training at Tv film school, my tutor Mr Kayongo asked “if you were assigned with a camera and found an accident what would you do? “ Many people today record on goings especially if a child is being battered by a guardian, parent severely. Here comes the police yesteqday moday it says these videos have helped in apprehending especially child beaters but states that it is wrong to film a child being beaten or else one will be arrested for filming. The law on children rights does not allow photographing children who are in an unpleasant manner
