The Green light Movement is a youth led advocacy initiative with the goal of mobilizing and generating action -oriented thoughts that can be key in addressing pressing concerns affecting a critical mass of young people in Uganda The Green Light Movement Secretariat
Being a consortium of various Youth organizations, it has become necessary for the Green Light Movement to have a centralized secreta
riat to coordinate the Green Light Movement activities. Apart from providing vital support services to members, it also serves as the focal contact point between GLM member organizations
The purpose of the Secretariat is to facilitate a constructive dialogue platform between the Government, through the Youth Members of parliament and the Youth, both within the GLM database and those not to address issues affecting youth in Uganda
To raise the quality of the dialogue between the GLM members in its database and their youth leaders and to monitor progress on issues raised by the membership, the Secretariat will facilitate and coordinate interaction within and between the members as well as between the members and their youth leaders
The secretariat will ensure that initiatives and issues emanating from the GLM members are appropriately identified, are broadly represented, are adequately researched and are presented to the Government through their Members of Parliament
The impact of the Secretariat will be measured by the extent to which coordination and communications within and between the GLM members and their leaders is considered effective and efficient as well as the extent of the growth of the members database
Longer term indicators of success would be the degree of participation by the GLM members in the database in the dialogue process and improvement in the environment around the issues affecting the youth. Tasks and Responsibilities of the Secretariat
• Act as a resource centre for Ugandan youth, making information easily accessible to the youth
• Promote dialogue between the GLM members and their leaders to broaden youth participation in government policy processes
• Create platforms that ease partnerships between GLM members and their leaders by acting as a neutral host for the various parties
• Managing, updating and coordinating the GLM website and SMS platform as a means of reaching the members on the GLM database
The Secretariat will report to the GLM Board that constitutes GLM member organizations and the board will then report to the joint project management team comprised of representatives from GLM, NDI and UPFYA
