ICW Eastern Africa

ICW Eastern Africa ICW is the only International network run by and for women living with HIV. The Constitution was written in 2009. The same year ICWEA was granted autonomy.

The International Community of Women living with HIV Eastern Africa (ICWEA) is a registered regional advocacy network and membership based organisation founded in 2005 that exists to give visibility to women living with HIV. It was established in 1992 at the International AIDS Conference in Amsterdam by 52 women living with HIV from all over the world that had attended this Conference. At that tim

e, there were few treatment services available for women living with HIV and a desperate desire for support, information and need to influence and input into policy development. In 2003 the first International Strategic Plan was developed prioritising for the network to get closer to its membership leading to the formation of ICW Southern Africa in 2004 and ICW Eastern Africa (ICWEA) in 2005. ICWEA has since then established its governance structure in 2007, developed a regional strategic plan and confirmed its registration in Uganda in 2008.

Across Uganda today, communities came together to commemorate the 2026 International AIDS Candlelight Memorial, and ICWEA stood in solidarity with partners, advocates, and leaders under the national theme by Uganda AIDS Commission: “Ending AIDS by 2030: Embracing the Role of Women.”

As we remember and honor lives lost to AIDS-related illnesses, we also renew our commitment to ending AIDS as a public health threat by 2030.

This year’s theme reminds us of a truth that has always shaped the HIV response, women have been at the center of the fight against HIV and AIDS. Across Eastern Africa, women living with HIV continue to lead as caregivers, peer educators, mobilizers, advocates, and defenders of human rights.

Despite stigma, inequality, violence, and shrinking resources, women continue to hold communities together and drive the HIV response forward.

At ICWEA, we believe ending AIDS by 2030 will only be possible when women and girls living with HIV are meaningfully included in leadership, decision-making, policy development, and resource allocation at all levels.

Women are not just part of the response. Women are leading the response.

Communities must be consulted and listened to for integration to work.”

This message came out strongly during our two-day engagement with CSOs and networks in the HIV response on gender-responsive integration of health services.

Participants reflected on the barriers many women and communities continue to face while accessing care, including stigma when seeking SRH services, confidentiality concerns, and limited integration of GBV support within HIV care.

The discussions also focused on practical solutions, strengthening gender-responsive service delivery, integrating GBV screening and response into HIV services, and promoting community-led monitoring to improve accountability and responsiveness in health systems.

Because when communities are meaningfully engaged, health systems become more inclusive, stigma-free, and responsive to lived realities.

With support from The AIDS Support Organisation-TASO Uganda and in collaboration with the Ministry of Health- Uganda, this engagement contributes to strengthening community-led accountability and advancing more equitable integrated health services in Uganda.
