Interactive radio talk-shows are popular platforms for political debate. Trac FM builds on the success of these platforms and combines several new media practices to involve citizens in high frequency monitoring of public services such as the reporting on teacher absenteeism, availability of text books, drug stock outs, waiting time at clinics, teacher pay

ments, election proceedings, functionality of water points, potholes etc. Relying on a suitable combination of available ICTs, Trac FM combines Radio, Mobile, Print, graphic design and Online media to create a new and popular approach to public monitoring of service delivery. How it works
Together with local media partners we identify pressing and popular inconveniences within the delivery of public services. The easy to use TRAC FM software is used by radio presenters to hold surveys during their talk-show to which listeners can react via SMS (free of charge). During these popular radio debates, listeners are presented with a specific question which allows them to report on a failing public service, give their opinion on pressing public matters or elect worst or best service deliverer within a certain sector of service delivery. Incoming text messages are collected by TRAC and processed into a ‘data visualization’, which is a real-time overview of all the received answers depicted in a range of clear graphs. The visualization is relayed to the FM stations where the radio talk-show host interprets and presents the graphs and feeds the data back into the public debate. Data quality is enhanced by cross-verifying the correctness of information through SMS feedback between the central TRAC database and selected respondents and our in-house call center. The data gathered during the radio-polls are processed into comprehensible infographics (Graphs, Maps, etc.) and used in background stories in Print Media (The Daily Monitor newspaper)

ABOUT TRAC FM

TRAC FM is an NGO that enables citizens in Uganda and other East African countries to take part in meaningful public debate on public policy and governance. TRAC FM reaches out to even the most remote and excluded citizens through the use of basic mobile phones, free SMS and interactive FM radio talk-shows broadcast in local languages. Through this interaction, TRAC FM collects valuable real-time data from citizens throughout Uganda which helps to identify socio-economic and political trends. The collected data assists policymakers and practitioners on the ground to respond in more flexible ways to emerging opportunities and risks.

Poll data from the various sub-regions is combined with existing statistics and used in infographics to amplify the voice of people during data-driven advocacy campaigns targeting relevant ministries and local government.
