According to a joint report by Human Rights Watch and the Initiative for Social and Economic Rights, Uganda’s lack of publicly funded pre-primary education is exacerbating systemic inequality.
✅ Only 1 in 10 children aged 3–5 are enrolled in licensed pre-primary institutions.
❌ 60% of children do not attend pre-primary school at all.
💸 Private preschool fees place early education out of reach for low-income families.
This disparity results in poorer academic outcomes, increased dropout rates, and reinforces the cycle of poverty.
The Jacito Foundation stands with every Ugandan child’s right to quality early education. We call for urgent action from policymakers, education stakeholders, and international partners to invest in accessible, inclusive, and free pre-primary education across the country.
