Voices for Labour envisions a society where workers are valued, recognized, protected and respected. Our Mission is to protect and promote the socio-economic and political rights of workers through advocacy, research, Legal aid and representation, strategic litigation, awareness raising and training.

Today, Voices for Labour and other civil society organizations presented a joint position paper to the Parliamentary Committee on Gender, Labour and Employment urging Parliament to allocate more funds towards labour externalisation and protection of the Ugandan Migrant Workers Abroad especially the women who are over represented in the statistics of those externalised annually. The committee was receptive and committed to look into our recommendations.

Uganda recently launched the National migration policy 2025. The policy has 11 components including labour migration. However, the funding of this component is very minimal as reflected in the current national budget framework work paper 2026/27. A policy without adequate funding for its implementation remains symbolic.

Uganda earns big remittances from Labour externalisation in addition to an annual non-tax revenue of Ugx 30 billion. However, the External Employment Unit in the MGLSD mandated with the regulation of the sector including protection of Ugandan Migrant workers abroad is often allocated approximately 2 billion shillings which is very inadequate to enable it carry on its mandate effectively.

We are calling upon Parliament to consider appropriating adequate funds towards migrant worker protection in the National budget for financial year 2025l6/27
