According to Langa, Aruba is a cultural practice among the Lugbara people that will be upheld as long as the inherent weaknesses in the Formal Justice System are not yet resolved, because it is a Traditional Justice Mechanism for conflict resolution and reconciliation among the people as the symbolic fines are made extremely affordable to those concerned.

Under the taboo “Mundu ‘ba ere ere” meaning the Formal Justice System breaks people and vital social relationships. Lugbara people are not expected to take their close relatives to the Formal Courts of Law unless the Traditional Justice Mechanisms have failed. Though this applies to both sexes, it has been wrongly perceived to particularly limit Women’s access to justice and perpetuate gender- based violence.

At the recent parliamentary sitting, the approved pronouncement on Aruba is;

The cultural institution shall streamline payments for Aruba to avoid its commercialization in the face of increasing poverty while establishing a catalogue of circumstances under which Aruba shall apply. .

Yesterday, Lugbara cultural Institution had a parliamentary sitting at Red Cross in Arua city to Review and approve the Gender Transformative Reviews of the Lugbara Kari Pronouncements in fulfillment of the UNSCR 1325 Local Action Plan. This sitting brought together the different clan leaders in the lugbara culture. In attendance was Baba Agofe (Paramount Chief) of lugbara Kari, Epife (prime minister), Opi (kings from Ayivu, Vura, Terego and Maracha), members of Lange, clan leaders, and observers (partners and other stakeholders).
