Наша команда на форумі Unbreakable Ukraine у Гданську
Сьогодні команда Міжнародного альянсу стійкості працює на форумі Unbreakable Ukraine у Гданську. І особливою подією для нас є те, що вперше на міжнародному майданчику Альянс представляє наша Виконавча директорка Natalia Andriichuk — переконані, що досвід і компетенції, здобуті на ключових посадах ЦОВВ у сфері міжнародних відносин, стануть потужною платформою для формування нового підходу до архітектури стійкості.
Форум Unbreakable Ukraine традиційно передує Конференції з відновлення України (URC2026) та об'єднує провідних міжнародних експертів, урядовців, представників громадянського суспільства, міст, регіонів і бізнесу навколо питання, яке є визначальним для майбутнього України та всієї Європи — питання стійкості.
Цьогорічний форум засвідчує важливу зміну підходів: відновлення більше не розглядається виключно як відбудова фізичної інфраструктури. У центрі уваги — спроможність суспільства функціонувати в умовах тривалих криз, забезпечувати безперервність послуг, захищати критичну інфраструктуру, підтримувати місцеве самоврядування та формувати нову культуру цивільної готовності.
Особливу увагу під час дискусій приділено ролі громад, міст та регіонів, розвитку систем цивільного захисту, впровадженню сучасних механізмів управління публічними інвестиціями, а також питанням партнерства між українськими та європейськими містами. Важливо, що дедалі частіше міжнародні партнери розглядають український досвід не лише як предмет підтримки, а й як джерело практичних рішень для посилення стійкості всієї Європи.
Для Міжнародного альянсу стійкості особливого значення набула панель «From Civil Protection to Civic Strength», присвячена переходу від класичного розуміння цивільного захисту до ширшої концепції суспільної стійкості, де ключову роль відіграють місцеве самоврядування, громадянське суспільство та міжсекторальна взаємодія.
Сьогодні стає очевидним, що стійкість — це вже не окремий сектор політики, а нова філософія розвитку держави та громад. І саме навколо цього підходу формується нова екосистема партнерств, у якій Україна поступово переходить від статусу країни, що отримує допомогу, до ролі країни, здатної ділитися унікальними практиками та формувати нові стандарти безпеки й управління.
Саме тому робота на таких міжнародних майданчиках є для нас не лише можливістю для діалогу, а й важливою частиною побудови мережі партнерств, які дозволять посилювати спроможність громад, розвивати культуру стійкості та формувати спільне європейське бачення безпеки майбутнього.

Our team at the Unbreakable Ukraine Forum in Gdańsk
Today, the team of the International Resilience Alliance is working at the Unbreakable Ukraine forum in Gdańsk. A particularly significant moment for us is that for the first time on an international platform, the Alliance is represented by our Executive Director Natalia Andriichuk — we are confident that the experience and competencies gained in key positions within central executive bodies in the field of international relations will serve as a strong foundation for shaping a new approach to resilience architecture.
The Unbreakable Ukraine forum traditionally precedes the Ukraine Recovery Conference (URC2026) and brings together leading international experts, government officials, representatives of civil society, cities, regions, and business around a question that is defining for the future of Ukraine and all of Europe — the question of resilience.
This year's forum marks an important shift in approaches: recovery is no longer viewed exclusively as the rebuilding of physical infrastructure. At the center of attention is society's capacity to function under prolonged crises — ensuring continuity of services, protecting critical infrastructure, sustaining local self-governance, and building a new culture of civil preparedness.
Particular focus during the discussions has been placed on the role of communities, cities and regions, the development of civil protection systems, the introduction of modern public investment management mechanisms, and partnerships between Ukrainian and European cities. Notably, international partners are increasingly viewing Ukraine's experience not merely as a subject of support, but as a source of practical solutions for strengthening resilience across Europe.
Of special significance for the International Resilience Alliance was the panel «From Civil Protection to Civic Strength», dedicated to the transition from a classical understanding of civil protection to a broader concept of societal resilience — where local self-governance, civil society, and cross-sector collaboration play a central role.
It is becoming clear that resilience is no longer a separate policy sector, but a new philosophy of state and community development. And it is around this approach that a new ecosystem of partnerships is taking shape — one in which Ukraine is gradually moving from the status of a country receiving assistance to the role of a country capable of sharing unique practices and setting new standards of security and governance.
This is precisely why engagement on such international platforms is for us not only an opportunity for dialogue, but an essential part of building a network of partnerships that will strengthen community capacity, advance a culture of resilience, and shape a shared European vision of security for the future.
