– офіційна правова оцінка спроб втручання у внутрішні справи України;

– створення постійної міжвідомчої групи з аналізу зовнішніх інформаційних впливів та історичних провокацій;

– розробка механізмів оперативного реагування на кампанії, спрямовані на розпалювання конфліктів між Україною та її союзниками;

STATEMENT OF THE ALL-UKRAINIAN CIVIC FORUM “UKRAINIAN ALTERNATIVE”

ON THE NECESSITY OF A DECISIVE STATE RESPONSE TO ATTEMPTS OF EXTERNAL INFLUENCE AND HISTORICAL PROVOCATIONS

The situation that has recently been developing around Ukrainian-Polish historical issues bears the hallmarks of a political technology that has repeatedly been employed by forces interested in weakening Ukraine and undermining the unity of the democratic world.

This is not merely a historical debate. We are witnessing attempts to shift into the political sphere issues that for decades have not posed any obstacle to the strategic partnership between Ukraine and Poland.

Of particular concern is the fact that such rhetoric increasingly resembles the methods traditionally used by Soviet and Russian intelligence services: identifying historical conflicts, fueling mutual grievances, creating distrust between allies, and replacing real security threats with artificially generated disputes about the past.

We have already observed such mechanisms during the blockade of the Ukrainian border from the Polish side, the destruction of Ukrainian grain, information campaigns against support for Ukraine, and other actions that objectively worked to the benefit of the aggressor state.

The greatest danger lies in the fact that these approaches increasingly resemble the model of political behavior that the Kremlin has promoted for years through political forces in various European countries that were cultivated, financed, and influenced by it. Similar tactics have also been observed in Hungary, where the issue of Ukraine has been systematically used as an instrument of domestic political struggle.

For this reason, Ukraine must not leave such manifestations without an appropriate response.

This is not about confrontation with the Polish people or the Polish state. On the contrary, it is necessary to clearly distinguish between the positions of individual political forces and those representatives of the Polish elite who understand the dangers posed by Russian influence on European politics.

Particularly noteworthy is the principled position of Polish statesmen who openly oppose the use of historical issues as a tool for dividing allies and weakening support for Ukraine.

The Ukrainian state should act not emotionally, but in accordance with the Charter of the United Nations, international law, and its own legislation.

The following measures are advisable:

– an official legal assessment of attempts to interfere in Ukraine’s internal affairs;

– the establishment of a permanent interagency group for the analysis of external information influences and historical provocations;

– the development of rapid-response mechanisms to counter campaigns aimed at inciting conflicts between Ukraine and its allies;

– strengthening international communication regarding Russian information operations intended to divide the anti-Putin coalition.

At the same time, Ukraine has no right to disregard the memory of those who gave their lives for its freedom.

There is one simple question that should be asked of all participants in this discussion:

What were the soldiers of the Ukrainian Insurgent Army (UPA) fighting for?

The answer is simple: for a strong, united, and independent Ukraine.

The very existence of an independent Ukrainian state is the best evidence that their struggle was a struggle for Ukrainian statehood.

Historical assessments may remain a matter for scholarly debate. However, the right to define historical memory belongs to the Ukrainian people, not to external political centers of influence.

Respect for a state’s sovereignty begins with respect for its right to determine its own heroes, its own history, and its own future.

UKRAINE IS ETERNITY. TO YOU, OUR MOTHERLAND — A CONFESSION AND A VOW OF GENERATIONS AND DESCENDANTS

Ukraine…
Today, it is not merely words that speak to you — it is the heart itself. Torn apart, wounded, bloodied, yet unbroken. Your children speak to you — those born of your soil, nourished by your pain and hardened by your history.

How many times have they crucified you?
How many times have they burned your cities, trampled your fields, mocked your language and your faith?
How many times has the enemy come not merely to kill — but to erase you from the face of the earth?

And yet, every time, Ukraine, you rose again.
And with you, we rose as well.

You remember those times when the sun rose over the Dnipro upon a baptized land? When Prince Volodymyr brought the light of faith, and this land became not merely a territory — but a sacred sanctuary? Back then, no one knew how much blood would have to be shed so that this light would never fade…

And now — once again.
Once again knives cut into your body.
Once again fire devours your homes.
Once again evil brings bloody sacrifice, believing that fear can overcome love, that death can conquer life.

But they do not know the most important truth.

Your children do not know how to betray.

We stood at Berestechko.
We fell at Kruty.
We perished in Siberia and in the Holodomors.
We went into battle without hope of return — but with faith that Ukraine would live.

And today — nothing has changed.

Today, your nineteen-year-old son, still just a boy, shields his brother-in-arms with his own body.
Today, your daughter in a white medical coat holds life in her hands beneath the whistle of rockets.
Today, a mother buries her son… and still finds the strength to say: “I am proud of you.”

This is not merely a war.
It is a crucifixion — and at the same time, a resurrection.

Because every drop of blood shed for you does not fall upon the earth in vain — it takes root.
It grows into strength.
It grows into memory.
It grows into a new generation that will never again kneel before anyone.

Ukraine…
You may be burned — but never consumed.
You may be cut — but never torn apart.
They may try to destroy you — but you cannot be defeated.

Because you are not merely land.
You are spirit.
You are prayer.
You are both a cry and a song at once.

And we — your children — swear:

We will not betray you.
We will not retreat.
We will not allow you to be torn apart, even if we must become the final wall between you and the darkness.

We will endure.
In the name of the Lord.
In your name, Ukraine.
In the name of those who fell.
In the name of those yet to be born beneath a peaceful sky.

And when that day comes — the day of light and silence after the storm —
you will bloom again.

And the world will see:
Ukraine is not a victim.

Ukraine is eternity.
