On 6 August, the Bavarian branch of the Paneuropean Union of Germany organised the Paneuropean Peace Forum in Augsburg on the occasion of the Augsburg Peace Festival 2026, under the theme “Europe as a Force for Peace – Pacifism as Realpolitik.”
For a broader understanding of the Paneuropean interpretation of the concept of “pacifism,” we recommend referring to the 1924 brochure Pacifism by Richard Nikolaus Coudenhove-Kalergi, founder of the Paneuropean movement. Two years later, in his collection The Struggle for Europe, he formulated the essence of his understanding of “pacifism,” which he described as “political and realistic, masculine and heroic pacifism.” As we can see, for Richard Nikolaus Coudenhove-Kalergi, pacifism was indeed part of practical politics rather than an abstract ideal.
Here, we would simply like to recall the Paneuropean foundations that have remained highly relevant throughout the past hundred years:
“For a united Europe, there is no Russian threat… Europe has twice the population of Russia and a far more developed industry. Therefore, it is not Russia but Europe that determines the outcome of the Russian threat.”
“…the freedom of Europe lies in the hands of Europeans.”
“The threat of Russian domination can only be prevented through a pan-European defence alliance.”
These are three quotations from the Paneuropean Manifesto of 1923.
It was precisely from this perspective that the discussion in Augsburg took place.
The participants were welcomed by Dr Florian Freund, Mayor of Augsburg, and Dr Bertram Meier, Bishop of Augsburg.
The panel featured:
Prof. Dr Pavo Barišić, Professor of Philosophy at the University of Zagreb (Croatia) and International President of the Paneuropean Union. He is a former Minister of Science and Education of Croatia and a member of the European Academy of Sciences and Arts in Salzburg and the Academy of Sciences and Arts of Bosnia and Herzegovina in Sarajevo.
Prof. Dr Ihor Zhaloba, Research Fellow at the Institute of History of Ukraine of the National Academy of Sciences of Ukraine and President of the Paneuropean Union of Ukraine.
Stephan Baier, journalist, theologian and non-fiction author, as well as editor for European and foreign policy at Die Tagespost. Since 1999, he has worked as a correspondent covering, among other regions and countries, Southeastern Europe, Turkey, Lebanon, Israel, Syria, Jordan, Egypt, Georgia, Armenia, Azerbaijan, Libya, Tunisia and Nigeria. From 1994 to 1999, he served as press secretary and assistant to Dr Otto von Habsburg at the European Parliament in Strasbourg.
The event was moderated by Dr Dirk-Hermann Voss, Chairman of the Bavarian branch of the Paneuropean Union and International Vice-President of the Paneuropean Union.
Special thanks go to the Hanns Seidel Foundation in Ukraine (Hanns Seidel Stiftung) for supporting the participation of Prof. Ihor Zhaloba, President of the Paneuropean Union of Ukraine, in the Forum.
