🤝The World Bank, as the main partner of Міністерство освіти і науки України supporting the implementation of Ukraine's New Ukrainian School (NUS) upper-secondary reform, financed and helped lead the National Forum "Academic Lyceums: Scaling Transformation" (30–31 May) under the LEARN program.
ℹDelivered jointly with the and Finland, the Forum positioned Ukraine to move from a 30-school proof of concept to a 120-school pilot launching in September 2026, with pre-pilot schools sharing their experience directly with the incoming cohort.
📍The NUS reform introduces a 12-year schooling model in which grades 10 through 12 are delivered in dedicated academic lyceums offering specialized learning tracks aligned with students' interests and plans. Over the past year, 30 pre-pilot lyceums tested student-centered approaches such as personalized learning, electives, and updated curricula, building an evidence base for the nationwide scale-up.
📝The Forum brought together more than 300 educators, policymakers, school leaders, and international partners to take stock of these results and ensure that structural changes translate into real learning outcomes for every student.
🎙“Ukraine is entering a new phase of the New Ukrainian School reform — piloting profile upper secondary education. Despite the challenges of war, it is critical that policy changes translate into real change for students and teachers in classrooms. We often say that reform success is defined not by documents, but by what happens in schools. Through the LEARN program, the World Bank supports these changes and works with the Ministry of Education and Science of Ukraine to strengthen system capacity and deliver better learning outcomes for every student,” said Enrique Alasino, World Bank Senior Education Specialist.
Through LEARN, the World Bank supports Ukraine by:
✅Focusing the system on learning as the ultimate goal
✅Strengthening assessment and data systems to guide decisions
✅Supporting monitoring and feedback loops from pilot schools
✅Providing results-based financing to ensure accountability and delivery
✅Helping move from isolated pilots to nationwide implementation
🤝The Forum was organized by the Ministry of Education and Science of Ukraine, in partnership with the World Bank, the Ukraine Relief, Recovery, Reconstruction and Reform Trust Fund ( ), OECD, and the International Renaissance Foundation.
‼Even in times of war, education modernization cannot be paused – quality learning and access are essential for Ukraine’s recovery and future resilience!
