Група громадського спостереження ОЗОН – добровільне об’єднання активних громадян – передусім, громадських активістів, юристів, журналістів, які усвідомлюють важливість якісного громадського контролю за державними органами, а також за ключовими процесами, які відбуваються на лінії зіткнення суспільства та держави або людини та держави, зокрема, під час мирних зібрань та судових процесів. За результатами спостережень «ОЗОНівці» оприлюднюють висновки та рекомендації. Громадські спостерігачі – незалежна сторона, вони завжди залишаються НАД процесом. Їх завдання – фіксація мирних акцій, допомога у встановленні цивілізованих контактів між демонстрантами й правоохоронцями та допомога у нейтралізації конфліктів, під час судових процесів відстеження порушень. OZON Civic Monitoring Group is an initiative launched by the Centre for Civil Liberties. It is aimed at preparation of volunteers, who are involved in professional monitoring of peaceful assemblies and trials, and development of a system of civic control over activities of the authorities in a public sphere, first of all in areas where public conflicts or tensions between the society and the authorities occur. The objective of such monitoring is to objectively assess events, to make record of violations of national legislation and international standards, to provide mediation between participants of an event and the police, to work out recommendations to the authorities. A civic monitor is an independent party; they are never involved in a conflict. OZON has been conducting its monitoring during public actions, meetings, demonstrations and other kinds of peaceful assemblies since early 2013. The worrying situation started to unfold in December 2013 around a series of events known as EuroMaidan; they were followed by human rights violations during peaceful assemblies and trials. OZON organised independent civic monitoring of court cases to observe if they complied with human rights standards and were in line with principles of objectivity and impartiality. Our activities are called forth by concerns about a serious lack of public trust in verdicts issued be judges, accusations reported by media of subjective bias of courts that follow orders from other branches of government, and by understanding of importance of preserving the trust of the society in judicial system. Our monitoring embraces all the spectrum of cases that are now being considered by courts: choice of preventive measures for the detained, criminal process, administrative cases. Monitoring is conducted through direct observation of trials, when groups of civic monitors attend court hearings. They attend trials openly; our monitors wear special jackets marked with “OZON Civic Monitor” label or they have an ID of a civic monitor. Ukrainian and foreign volunteers and experts are involved in the civic monitoring of trials. In the future we plan to provide civic monitoring of trials related to freedom of peaceful assembly, violations of rights of human rights defenders and other publicly important cases and continue to provide civic monitoring of peaceful assemblies.
