Ефективна система оцінки медичних технологій неможлива без відкритого діалогу між державою та індустрією.

25 березня представники APRAD зустрілися з керівництвом Державний експертний центр МОЗ України — директором Едемом Адамановим, заступницею директора Євгенією Ішковою та директором департаменту ОМТ Орестою Піняжкою.

Говорили про питання, які сьогодні є критично важливими для розвитку системи ОМТ в Україні та покращення доступу пацієнтів до інноваційних лікарських засобів:

🔹 Real-world data
Розвиток реєстрів пацієнтів, оцінка результатів лікування і перехід до value- та outcome-based підходів.

🔹 Прозорість процедури ОМТ
Залучення стейкхолдерів поступово зростає, але критично важливо посилити комунікацію із заявниками на всіх етапах, від експертизи до фінальних рекомендацій.

🔹 Порогові значення ICER
Чинні значення досі базуються на даних ВВП 2021 року і не відповідають поточній економічній реальності. Зміни потребують рішення на рівні МОЗ, і це в інтересах справедливої оцінки для всіх сторін.

🔹 Національний каталог цін
Строки розгляду, прозорість етапів і підходи до перегляду цін мають стати зрозумілими і передбачуваними для заявників. На сьогодні це не завжди так.

🔹 Експертний комітет та апеляція
Прозорі критерії роботи комітету і механізм апеляції — одна з умов довіри до системи з боку індустрії.

За підсумками зустрічі ДЕЦ підтримав пропозицію Асоціації щодо обов'язкового обґрунтувального листа при поданні заявок на підвищення ціни.

Цінуємо відкритий діалог з ДЕЦ і будемо продовжувати роботу задля покращення доступу пацієнтів до інноваційних лікарських засобів в Україні.

12 березня відбувся форум «Правила гри 2026: стратегія закупівель МЗУ», присвячений ключовим змінам у сфері державних медичних закупівель.

Серед основних тем: розвиток договорів керованого доступу (ДКД), контроль якості поставок, законодавчі новації та принципи доброчесності.

Цього року МЗУ планує застосовувати механізм змішаного фінансування інноваційних препаратів із залученням коштів державного бюджету, а також бюджетів регіонів і лікарень.

Від імені Асоціації до панельної дискусії долучилася Наталія Бабак,співголова Комітету з охорони здоров’я Американської торгової палати та керівниця підрозділу зі зв’язків з громадськістю, охорони здоров’я та цінностей компанії Pfizer. Вона наголосила, що цей підхід може допомогти розширити доступ пацієнтів до інноваційного лікування навіть за умов обмеженого фінансування. Водночас ринку важливо розуміти, як саме механізм працюватиме на практиці, коли і в який спосіб до процесу долучатимуться регіони, а також якими будуть чіткі правила та терміни переговорів.

Ми розраховуємо, що ефективне впровадження змішаного фінансування стане реальним кроком до ширшого доступу пацієнтів в Україні до сучасних лікарських засобів.

New rules for the procurement of innovative medicinal products are now in force in Ukraine.

The introduced mechanism of managed access agreements, based on a mixed financing model, enables joint funding from state, local budgets, and healthcare institutions, expanding regional access to high-cost, innovative therapies and strengthening the sustainability of healthcare financing.

Medication errors remain one of the biggest preventable risks in healthcare. According to recent insights highlighted by the Uppsala Monitoring Centre, 1 in 20 patients globally experiences preventable medication-related harm, contributing to nearly half of all avoidable patient harm. The global cost of these errors is estimated at around $42 billion per year.

These errors can occur at any step, from prescribing to administration, and disproportionately affect vulnerable groups such as children and older adults.

Reducing medication errors requires coordinated policies, resilient reporting systems, and sustained investment in medication safety at every level of healthcare. Safer medication use isn’t just a clinical objective, it’s a fundamental patient safety responsibility.
