Чотири роки змін у Рахунковій палаті України: залучення проекту EU4ACU

Рахункова палата України – відносно молода організація, історія якої налічує лише 27 років. Проте за цей період вона зазнала значних трансформацій. Однією з найважливіших змін у діяльності РПУ стала її еволюція з органу інспекційного типу в потужну та незалежну вищу аудиторську установу.

Вирішальною віхою в цій трансформації стало прийняття міжнародних стандартів аудиту в діяльності Вищого органу аудиту. Протягом останніх чотирьох років РПУ виконував цю важливу роботу в тісній співпраці з проектом EU4ACU.

Проект EU4ACU «Зміцнення потенціалу зовнішнього аудиту відповідно до міжнародних стандартів в Україні» є частиною програми EU Public Finance Management Support Programme for Ukraine«Розвиток зовнішнього аудиту та контролю публічних фінансів в Україні». Проект, що фінансується European Union in Ukraine Європейським Союзом і виконується DAI Global, спрямований на посилення контролю за державними ресурсами, забезпечення більшої підзвітності та прозорості.

Український уряд продемонстрував свою відданість цим важливим реформам, підписавши Угоду про європейську асоціацію. У світлі поточних переговорів щодо повноправного членства України в Європейському Союзі значення цих реформ набуло особливого змісту.

Великі зусилля проекту були зосереджені на впровадженні Міжнародних стандартів вищих органів фінансового контролю (ISSAI) у всіх аспектах розвитку РПУ. Основні напрямки, на яких було зосереджено увагу, включали:
👉Розробка методологій фінансового аудиту, аудиту відповідності та ефективності
👉Навчання аудиторів, яке втілилося в 69 тренінгів, у яких взяли участь понад 260 працівників РПУ
👉Допомога в процесі аудиту для понад 20 аудиторських груп
👉Впровадження результат-орієнтованого управління процесами
👉Створення системи управління якістю
👉Розробка стратегій управління продуктивністю та оцінки впливу
👉Процеси стратегічного та річного планування
👉Формулювання комунікаційної стратегії та структури управління
👉Створення системи компетенції аудитора та програми навчання
👉Запровадження процесів та ІТ-інструментів для моніторингу виконання рекомендацій аудиту

Для досягнення цих цілей 29 експертів ЄС та України розробили сотні важливих документів та провели навчання, консультації та семінари. Їхня підтримка дала змогу персоналу РПУ ефективно впроваджувати сучасні практики аудиту.

Проект EU4ACU завершиться у вересні 2024 року. З цієї нагоди в готелі «Київ Інтерконтиненталь» відбулося прийняття для експертів та співробітників РПУ. Майже 150 гостей зібралися, щоб відсвяткувати досягнення, згадати спільні зусилля та поспілкуватися з колегами, які стали рідними за час реалізації проекту.

«Цей проект відіграв важливу роль у винесенні зовнішнього аудиту на політичний порядок денний зацікавлених сторін як в Україні, так і в ЄС», — підкреслила Дженні Лундмарк, колишній керівник сектору Представництва ЄС в Україні.

Голова РПУ Ольга Піщанська висловила вдячність Представництву ЄС в Україні та проекту EU4ACU. «Практична підтримка, яку надають експерти проекту EU4ACU, демонструє надзвичайну ефективність. Ми сподіваємося, що цей інструмент продовжуватиме використовуватись у майбутньому. Ми відчуваємо сильну підтримку ACU та щиро цінуємо його. Крім того, ми визнаємо високі стандарти, яких ми прагнемо дотримуватися у своїй роботі», – зазначила Ольга Піщанська.

«Ми стали свідками значного прогресу. Проте ми визнаємо, що ці процеси — лише початок. Справжнє розуміння та опанування нових підходів культивується на практиці. Ми всі прагнемо, щоб Рахункова палата України виконувала належну їй роль провідної інституції в країни», – сказала Інгуна Судраба, керівник групи проекту EU4ACU.

Four Years of Changes in the Accounting Chamber of Ukraine: Engagement with the EU4ACU Project

The Accounting Chamber of Ukraine (ACU) is a relatively young organization, with a history spanning just 27 years. However, during this period, it has undergone significant transformations. One of the most pivotal changes in the activities of the ACU has been its evolution from an inspection-type body into a robust and independent higher audit institution.

A crucial milestone in this transformation has been the adoption of international audit standards within the operations of the Supreme Audit Office. Over the past four years, the ACU has undertaken this important work in close collaboration with the EU4ACU project.

The EU4ACU project, titled "Strengthening the Capacity of External Audit in Accordance with International Standards in Ukraine," is part of the broader initiative known as the "Development of External Audit and Control of Public Finances in Ukraine," which is aligned with the EU4PFM Programme. Funded by the European Union and implemented by DAI, the project aims to enhance the oversight of public resources, ensuring greater accountability and transparency.

The Ukrainian government has demonstrated its commitment to these essential reforms by signing the European Association Agreement. In light of ongoing negotiations for Ukraine's full membership in the European Union, the significance of these reforms has become even more pronounced.

The extensive efforts of the EU4ACU project have focused on the implementation of the International Standards of Supreme Audit Institutions (ISSAI) across all facets of the ACU's development. Key areas of emphasis have included:
👉Development of Financial, Compliance, and Performance Audit Methodologies
👉Comprehensive training for audit staff, comprising 69 training sessions attended by over 260 participants
👉On-the-job assistance for more than 20 audit teams
👉Implementation of results-oriented process management
👉Establishment of a Quality Management System
👉Development of performance management and impact assessment strategies
👉Strategic and annual planning processes
👉Formulation of a Communication Strategy and Management Framework
👉Creation of an Auditor Competency Framework and Training Program
👉Introduction of processes and IT tools for monitoring the implementation of audit recommendations

Achieving these goals, 29 EU and Ukrainian experts developed hundreds of essential documents and conducted training, consultations, and workshops. Their support empowered ACU personnel to effectively implement modern auditing practices.

"This project has played a vital role in elevating external audit to the political agenda of stakeholders both in Ukraine and in the EU," emphasized Jenny Lundmark, former Sector Manager at the EU Delegation to Ukraine.

Olha Pishchanska, Chairwoman of the ACU, expressed her gratitude to the EU Delegation to Ukraine and the EU4ACU Project. "The practical support provided by the experts of the EU4ACU Project demonstrates remarkable efficiency. We hope this tool will continue to be utilized in the future. We feel a strong sense of support for the ACU and are truly appreciative of it. Additionally, we recognize the high standards we strive to uphold in our work," noted Olha Pishchanska.

The EU4ACU project is set to conclude in September 2024. To commemorate this occasion, a reception was hosted for the experts and employees of the ACU at the Kyiv Intercontinental Hotel. Nearly 150 guests gathered to celebrate achievements, reminisce about collaborative efforts, and connect with colleagues who have become like family throughout the project's implementation.

"We have witnessed significant progress. However, we acknowledge that these processes are only the beginning. True understanding and mastery of new approaches are cultivated through practice. We all aspire for the Accounting Chamber of Ukraine to fulfill its rightful role as a leading institution in the country," said Inguna Sudraba, Team Leader of the EU4ACU project.

Проєкт EU4ACU організував і провів для працівників Рахункової палати України тренінг із оформлення документів згідно вимог брендбуку. Експерти та учасники навчання протягом кількагодинної сесії налаштовували програми, тренувалися створювати діаграми, графіки, таблиці, ілюстрації в єдиному стилі.

Уніфікація документів - питання не лише естетики. Робота з шаблонами значно скорочує час, необхідний для роботи над звітами, допомагає уникати технічних проблем, конфліктів версій, натомість працівники мають змогу більше часу присвятити аналітичній роботі.

Цей тренінг створювався за результатами опитування працівників РПУ. Експерти проєкту EU4ACU створили анкету, щоб дізнатися, які бар’єри заважають працювати з документами більш ефективно. На основі аналізу цих запитів створено навчальну програму, яка допомагає персоналу подолати найбільші бар’єри, впевненіше почуватися у роботі з офісними інструментами.

Інша особливість тренінгу - його практична складова. Майже усе навчання побудоване на виконанні практичних завдань, щоб допомогти учасникам краще засвоїти матеріал. Також завдання повторюють найбільш часті процеси, які доводиться виконувати під час оформлення звітів.

Загалом експерти провели п’ять чотиригодинних сесій, які відвідали 93 працівника РПУ. Це навчання було останнім в рамках активностей проєкту EU4ACU. У вересні 2024 року проєкт завершується.

The EU4ACU project organized and conducted a training course for the employees of the Accounting Chamber of Ukraine on how to create documents in accordance with the brand book. During the session, participants adjusted office programs, practiced creating diagrams, graphs, tables, and illustrations in a ACU`s specific style.

Unification of documents is not only a matter of aesthetics. Working with templates significantly reduces the time required to work on reports, helps to avoid technical problems, version conflicts, instead, employees are able to devote more time to analytical work.

This training was based on the results of a survey of ACU staff. Experts of the EU4ACU project created a questionnaire to find out what barriers prevent working with documents more effectively. Based on the analysis of these requests, a training program has been created that helps staff overcome the barriers and feel more confident in working with office programs.

Another feature of the training is its practical component. Almost all training is built around practical tasks to help participants better understand the material. Also, the tasks repeat the most frequent processes that have to be performed during the preparation of reports.

In total, the experts held five four-hour sessions, which were attended by 93 ACU employees. This training was the last within the EU4ACU project activities. The project will be completed in September 2024.

5 вересня у конференц-залі столичного готелю Інтерконтиненталь відбувся сьомий круглий стіл з посилення співпраці зовнішніх та внутрішніх аудиторів.

Цього разу зустріч мала тему “Співпраця заради досконалості: сприяння інтеграції та обміну інформацією в секторальному аналізі».

Попри складність теми, бажання долучитися до дискусії виявила рекордна кількість учасників - загалом круглий стіл відвідали понад 50 фахівців, що представляли 18 організацій:

На початку зустрічі голова Рахункової палати Ольга Піщанська розповіла учасникам, що в РПУ зараз завершується удосконалення процесу проведення секторного аналізу. Зокрема, буде використовуватися ризик-орієнтований підхід, який допоможе отримати оптимальні рішення щодо вибору майбутніх аудитів. Завдяки цьому державні ресурси використовуватимуться більш ефективно.

Учасники обговорили вплив секторального аналізу на планування аудитів РПУ, після чого відбулася сесія в робочих групах.

Дмитро Ткаченко, експерт проєкту EU4ACU, ІТ аудитор презентував для учасників досвід використання відкритих баз даних під час проведення аудитів в державному секторі.

⚠️Проєкт EU4ACU у вересні 2024 року завершує роботу. Отже, сьомий круглий стіл був останнім, у організації якого проєкт брав участь.

Щиро сподіваємося, що круглі столи, які стали популярними та продемонстрували свою ефективність, відбуватимуться надалі за сприяння українських інституцій.

On September 5, the seventh round table on strengthening the cooperation of external and internal auditors took place in the Intercontinental Hotel, Kyiv. The topic of the meeting was "Collaboration for Excellence: Facilitating Integration and Information Sharing in Sectoral Analysis".

Despite the complexity of the topic, a record number of participants joined the discussion - in total, more than 50 experts representing 18 organizations attended the round table:

At the beginning of the meeting, the head of the Accounting Chamber, Olga Pishchanska, told the participants that the ACU is currently completing the improvement of the sector analysis process. In particular, a risk-oriented approach will be used, which will help to obtain optimal decisions regarding the selection of future audits. Therefore, state resources will be used more efficiently.

Participants discussed the impact of sectoral analysis on the planning of ACU audits, followed by a session in working groups.
Dmytro Tkachenko, expert of the EU4ACU project, IT auditor, presented to the participants the experience of using open databases during audits in the public sector.

The EU4ACU project will end in September 2024. So, the seventh round table was the last in the organization of which the project took part.

We sincerely hope that the round tables, which have become popular and demonstrated their effectiveness, will be held in the future with the assistance of Ukrainian institutions.

Група аудиторів Рахункова палата завершила візит до Латвії. На початку серпня Українки відвідали Ригу в рамках навчального туру, організованого за сприяння проєкту EU4ACU.

Головною метою візиту було вивчення європейського досвіду здійснення аудиту консолідованої фінансової звітності на рівні головних розпорядників і на рівні Уряду.

Для цього українська делегація провела низку зустрічей з колегами - представниками Valsts kontrole Держконтролю Латвії, а також відвідала Міністерство охорони здоров’я Латвії, Міністерство фінансів та Казначейство, щоб вивчити досвід взаємодії цих установ як під час підготовки консолідованої фінансової звітності, так і під час її аудиту.

A group of auditors of the Accounting Chamber completed their visit to Latvia. In early August, Ukrainian women visited Riga as part of a study tour organized with the assistance of the EU4ACU.

The main purpose of the visit was to study the European experience of auditing consolidated financial statements at the level of chief executives and at the level of the Government.

The Ukrainian delegation held a number of meetings with colleagues - representatives of the State Audit Office of Latvia, and also visited the Ministry of Health of Latvia, the Ministry of Finance and the Treasury in order to study the experience of the interaction of these institutions both during the preparation of consolidated financial statements and during their audit.

У Держконтролі Латвії розпочався триденний візит аудиторів Рахункова палата України.

Навчальний тур, організований за підтримки проєкту EU4ACU, має на меті обмін досвідом між латвійськими та українськими колегами, зокрема, в частині здійснення фінансового аудиту.
Окрему увагу учасники присвятили питанню консолідованої фінансової звітності на рівні головних розпорядників і на рівні Уряду, а також проведення аудиту цієї звітності.

В Україні робляться лише перші кроки до проведення аудитів консолідованої фінансової звітності. Зокрема, вперше відбувся такий аудит для МінАПК. На рівні уряду подібні заходи не проводяться. Натомість в Латвії проведення щорічних аудитів консолідованої фінансової звітності на рівні головних розпорядників і на рівні уряду є обов’язковим і прописано у спеціальному законі.

Представниці Рахункової палати також ознайомилися із різними робочими аспектами Вищого органу аудиту Латвії.

Під час навчального туру українська делегація також відвідає Veselības ministrija, Finanšu ministrija та Valsts kase/The Treasury of the Republic of Latvia.

A three-day visit by the auditors of the Accounting Chamber of Ukraine began at the State Audit Office of Latvia.

The study tour, organized with the support of the EU4ACU project, aims to exchange experience between Latvian and Ukrainian colleagues, in particular, in the area of financial audit.

The participants paid special attention to the issue of consolidated financial statements at the level of the chief executives and at the level of the Government, as well as conducting an audit of this reporting.

In Ukraine, only the first steps are being taken to conduct audits of consolidated financial statements. In particular, such an audit was held for the first time for the Ministry of Agriculture. At the government level, similar measures are not held. In contrast, in Latvia, annual audits of consolidated financial statements at the level of chief executives and at the level of the government are mandatory and prescribed in a special law.

Representatives of the Accounting Chamber also got acquainted with various aspects of the work of the Supreme Audit Office of Latvia.

During the study tour, the Ukrainian delegation will also visit Veselības ministrija, Finanšu ministrija та Valsts kase/The Treasury of the Republic of Latvia.
