In today’s developing world, opportunities for development are many but it is only through application of knowledge for innovation, creativity and productive use of resources which are necessary to build a strong economy in an increasingly competitive global economy. Capacity building is a stepping stone into achieving optimal resource utilization for strengthening productive capacity. Capacity bu

ilding should be understood in its broadest sense, that is to say making optimal utilization of available capacity rather than only focusing on adding new capacity as has always been the case. Lack of adequate human capital and knowledge to exploit the rich endowment of resources has been a major drawback in expanding opportunities for development in most of African countries especially in Tanzania. Based on empirical observations there seems to be a mismatch between labour market needs and requisite or relevant available skills thus slowing the absorption of such skills into the labor force. In bridging this gap it is necessary to improve information sharing between the supply and the demand sides. The Center should be able to develop appropriate tools to address this issue and seek other related capacity utilization solutions.

In Tanzania, opportunities for development are diverse. However, it is only through application of knowledge for innovation, creativity and productive use of resources through which a strong economy could be built in an increasingly knowledge-intensive and competitive global economy. In this context, capacity building and its optimal utilization in its broadest sense is a key dimension of the Centre’s work. An appropriate response requires regular and proper resources auditing for informed policy and management decisions.
