WHO WE ARE: LVRLAC is one of the non-state actors with a specific niche as a channel to engage Local Authorities,Counties and communities in environmental protection, poverty reduction and sustainable development in the Lake Victoria basin. LVRLAC provides a platform to collectively engage Local Authorities,Counties and communities in contributing towards the sustainable development agenda using i
ts strategic position as a network of Local Authorities and Counties to reach out to a wide grassroots base and build vital networks at various levels. The network affairs are coordinated by a Regional Secretariat established in Entebbe, Uganda and Country level sub-secretariats in Kampala (Uganda), Kisumu (Kenya) and Mwanza (Tanzania) respectively LVRLAC in the Lake Victoria Basin Lake Victoria and its Basin have been designated by the East African Community (EAC) as an "area of common interest" and a "regional economic growth zone" to be developed jointly by the Partner States. Over the years, efforts have been made by the EAC Partner States towards developing a harmonized framework for the sustainable management of the shared natural resource. This has progressed from the Protocol for Sustainable Development of Lake Victoria Basin (2003); the Shared Vision and Strategy Framework for Management and Development of Lake Victoria Basin (2004); to the establishment of the Lake Victoria Basin Commission (LVBC) which is now mandated to promote, facilitate and co-ordinate the activities of different actors in the basin. It is within this context that LVRLACC has and continues to contribute to the broader East African Community regional agenda of sustainable development of the Lake Victoria and its Basin by positioning and strengthening Local Authorities and Counties as key drivers of development action through:
- Environmental Management and Ecological improvement
- Urban and Rural Planning Development
- Poverty Reduction and Livelihood improvement
- Fostering standards of good governance among member local authorities; and Institutional Capacity development
- The Network also places emphasis on promoting participation of riparian communities in development and implementation of policies, programmes and strategies for sustainable resource utilization and management.
