公會於61年5月12日成立，正是台灣鐘錶業由零售批發轉入配件工業；由於當時無一統籌事務之組織，以至業界之間惡性挖角、削價競爭，擾亂了產銷秩序，因此，在業界大老的奔走下，公會由30多家創始會員組織而成。
