夢想基金會於2000年成立，主要以提升社區生活素質以及藝文氣息為社區營造訴求。服務對象，除夢想社區住戶外，也開放外界民眾參與，希望從社區開始，在日常生活中潛移默化，徹底影響民眾對藝術的喜好，對生活環境和這片土地的關心。

夢想基金會一路從「社區營造」到「節慶藝術」，藉由藝術真善美的魔力，串連人與人、社區與社區、群體與群體的聯繫，期許提升台灣民間活力，並且創造一個代表台灣，與各國並駕齊驅的世界性Great Festival。
