😡🔥【 #氣候青年聲明 】 #嚴斥背道而馳的塑膠袋平價專案
𝗧𝗪𝗬𝗖𝗖 𝗦𝘁𝗮𝘁𝗲𝗺𝗲𝗻𝘁: 𝗖𝗼𝗻𝗱𝗲𝗺𝗻𝗶𝗻𝗴 𝗧𝗮𝗶𝘄𝗮𝗻’𝘀 𝗟𝗼𝘄-𝗣𝗿𝗶𝗰𝗲 𝗣𝗹𝗮𝘀𝘁𝗶𝗰 𝗣𝗼𝗹𝗶𝗰𝘆 𝗔𝗺𝗶𝗱 𝗜𝗿𝗮𝗻 𝗪𝗮𝗿 (𝗘𝗻𝗴 𝗕𝗲𝗹𝗼𝘄)
2022 年,由時任國發會龔明鑫主委發布的「十二項關鍵戰略」,奠定台灣邁向 2050 淨零排放的基礎。其中,「全民綠生活」計畫將綠色消費視為核心,目標從源頭減量,鼓勵消費者自備購物袋,優先選擇低環境衝擊的產品,並降低塑料與化學品的使用。此外,行政院永續會更在 2025 年強調:『 減少一次用塑膠產品是關鍵 』,承諾持續推動多元減塑措施。
💥然而,面對中東局勢引發的 #塑膠焦慮 , #我國的減碳期程卻在一夕之間亂了套 。政府甚至提出與減碳目標背道而馳的「 #塑膠袋平價專案 」,作為青年氣候團體,我們對此感到十分失望🤦♂️。
‼️我們認為 — 應視危機為減塑的轉機‼️
疫情過後,外送與網購文化已成日常,一次性包材的使用量不斷攀升;加上近期中東局勢動盪導致油價不穩,更激化了基層商家與百姓對物資短缺的焦慮。
過去政府積極鼓勵減塑與調適策略,正是為了讓民眾在面對極端氣候或不可預測的災害時,具有應對事件的韌性。我們更期待政府帶領大眾度過這場「壓力測試」,而非反向掩蓋國際缺料的事實,讓減碳之路走回頭路。看似便宜了幾塊錢的塑膠袋,背後隱藏的是 #巨大的廢棄物處理成本 ,以及 #環境生態破壞的威脅 。而這筆帳,最終將由我們這一代與下一代來買單。
📢 我們的立場與呼籲‼️
➊ 支持環境部原有減塑步調,信任公民社會具有應對衝擊的韌性
➋ 更應投入資源,強化塑膠再生利用生態系
➌ 增產應優先供給以「公共衛生與安全」為目的之產業,將資源留給需要的脆弱族群
至於民生所需的購物塑膠袋,政府更應當透過此次危機,引導民眾養成自備購物袋的習慣,將挑戰化為落實「全民綠生活」的重要契機,而非削價補貼。

In 2022, then-Minister of the National Development Council, Kung Ming-hsin (龔明鑫) introduced the “Twelve Key Strategies” to guide Taiwan toward net-zero emissions by 2050, with “Green Lifestyle” initiatives emphasizing waste reduction, reusable habits, and lower plastic use. In 2025, the National Council for Sustainable Development reaffirmed that reducing single-use plastics is key, committing to continued plastic reduction efforts.
💥‼️ However in recent weeks, in response to plastic-related anxieties triggered by tensions in the Middle East, Taiwan’s decarbonization timeline has been thrown off course overnight! The government has even proposed a “low-price plastic bag policy” that runs counter to its carbon reduction goals. As a youth climate group, we are super disappointed and ashamed 🤦♂️.
📢We believe this crisis should be treated as an opportunity to reduce plastic use📢
Since the pandemic, food delivery and online shopping have become part of daily life. This has led to a huge increase in single-use packaging. Now, with instability in the Middle East affecting oil prices, people are worried about rising costs and possible shortages.
𝗕𝘂𝘁 𝗹𝗲𝘁’𝘀 𝗯𝗲 𝗰𝗹𝗲𝗮𝗿, 𝘁𝗵𝗶𝘀 𝗶𝘀 𝗲𝘅𝗮𝗰𝘁𝗹𝘆 𝘁𝗵𝗲 𝗸𝗶𝗻𝗱 𝗼𝗳 𝗺𝗼𝗺𝗲𝗻𝘁 𝘄𝗲 𝘄𝗲𝗿𝗲 𝘀𝘂𝗽𝗽𝗼𝘀𝗲𝗱 𝘁𝗼 𝗯𝗲 𝗽𝗿𝗲𝗽𝗮𝗿𝗲𝗱 𝗳𝗼𝗿.
The government has spent years encouraging people to cut down on plastic and build resilience for times like this. This is the moment to stay on track, not turn back. We need leadership that faces the challenge, not policies that undo progress.
A slightly cheaper plastic bag may seem insignificant, but behind that price cut lies a big wave of waste management costs and escalating environmental damage. These are not abstract consequences. 𝗧𝗵𝗲𝘆 𝗮𝗿𝗲 𝗱𝗲𝗯𝘁𝘀 𝘁𝗵𝗮𝘁 𝘄𝗶𝗹𝗹 𝗯𝗲 𝗽𝗮𝗶𝗱 𝗯𝘆 𝗼𝘂𝗿 𝗴𝗲𝗻𝗲𝗿𝗮𝘁𝗶𝗼𝗻 𝗮𝗻𝗱 𝘁𝗵𝗲 𝗼𝗻𝗲𝘀 𝘁𝗵𝗮𝘁 𝗳𝗼𝗹𝗹𝗼𝘄.
📢 𝙊𝙪𝙧 𝙋𝙤𝙨𝙞𝙩𝙞𝙤𝙣 𝙖𝙣𝙙 𝘿𝙚𝙢𝙖𝙣𝙙𝙨‼️
➊ Stay committed to the Ministry of Environment’s existing plastic reduction roadmap & trust in the resilience of civil society!
➋ Invest more in plastic reuse, recycle, upcycle ecosystems!
➌ Prioritize production for public health and essential needs, protect resources for the most vulnerable, not convenience consumption!
For everyday plastic bags, the government should use this crisis as an opportunity to encourage people to bring their own, aligning with the “Green Lifestyle” policy, instead of making plastic cheaper.
