台東縣資訊能力促進協會成立於西元2009年6月10，協會成立的宗旨如下：
一．推動及辦理資訊相關教育訓練或職業訓練以提昇台東地區的資訊應用能力
二．推動台東地區產業或文化的資訊化或數位化
三．進行台東地區資訊相關之研究及調查
四．接受或結合機關，學校及團體委託或共同辦理前三款之相關活動
五．與其他有關前三款之機構與組織進行聯繫，合作及交流
