解嚴前後，台灣自主工運開始抬頭，為了強化勞工的團結，建立真正屬於工人自己的全國性總工會就成了工運的重要目標。1994年，台北縣的自主工會幹部建立了第一家縣市產業總工會—北縣產總。隨後，各地紛紛籌組產總，並和自主化後的國公營工會展開串聯，在1997年底，正式成立了「全國產業總工會推動籌備委員會」，開始全國產業總工會的催生工作。經過兩年多的推動籌備，終於在公元2000年5月1日正式成立了全國產業總工會，台灣的自主工運也從此邁向一個新的紀元！
