On October 3, officers from the Wanhua Precinct of the Taipei City Police Department entered a gay B**M-themed bar in Ximending—a historic hub for LGBTQ+ culture in Taipei—to execute a search warrant. According to multiple on-site witnesses, officers refused to present the search warrant to individuals subjected to inspection, ordered all patrons to squat, prohibited communication and mobile device usage, made derogatory remarks directed at individuals with disabilities, subjected patrons to verbal abuse, and forcibly escorted dozens of citizens to the police station for interrogation. Confronted with such procedural violations, disproportionate measures, pervasive hostility, and abusive conduct throughout the operation, we—as civil society organizations committed to defending the fundamental rights of the LGBTQ+ community—issue our gravest condemnation and formal protest.
Taipei City has long promoted its vibrant LGBTQ+ culture as a hallmark of international tourism and progressive image. We will inform the international community of this crackdown: Taipei City cannot be allowed to hypocritically exploit the LGBTQ+ community for international recognition while suppressing it at home.
The LGBTQ+ community should never face heightened state surveillance or humiliation simply for gathering, socializing, expressing gender, practicing intimacy, or exploring sexual cultures. The Taipei City Government must demonstrate through concrete policy and verifiable action that in a self-proclaimed diverse and progressive city, the dignity, freedom, and safety of LGBTQ+ individuals will not be arbitrarily sacrificed.

For the LGBTQ+ community, this incident is by no means an isolated case, nor can it be stripped from its historical context and reduced to a matter of "public security" or "offenses against public morals."
In the 1990s, LGBTQ+ establishments, social spaces, and communities lived under the constant shadow of police surveillance, raids, harassment, and stigmatization. Countless individuals were treated as suspicious, lewd, or illegitimate simply because of their sexual orientation, gender expression, intimate relationships, or sexual lives—depriving them of safe places to gather and live freely. Such oppression through state power is not a distant memory: just last October (2025), the 6th Precinct of the Taichung City Police Department similarly entered a gay establishment with a search warrant to inspect patrons and seize assets, ultimately forcing the business to close permanently.
Today, when a venue providing space for specific sexual cultures experiences another large-scale search, patron mass-inspection, and police discrimination, humiliation, and intimidation, the community feels far more than a routine law enforcement action—it reawakens the collective memory of state intrusion and oppression.
Taiwan has progressed through gender equity education, same-sex marriage legalization, and increasing LGBTQ+ visibility. However, institutional progress must not remain confined to laws and slogans. If law enforcement officers continue to view LGBTQ+ venues, sexual cultures, intimacy, and sexual autonomy through heteronormative, binary, and moral-panic frameworks, it demonstrates that equality has yet to reach the frontlines of policing.

We must clearly state: The Taipei City Government cannot stop at merely "enhancing police diversity education and training."
While training is necessary, the issues exposed here go beyond individual officers "not understanding LGBTQ+ culture" or "saying the wrong thing." They concern whether law enforcement procedures were legitimate, whether coercive force was proportional, whether victims' rights were protected, and whether police entered the scene carrying discriminatory hostility toward LGBTQ+ people, sexual cultures, the B**M community, and persons with disabilities.
If the city government fails to respond with policies beyond lectures, few hours of coursework, or internal publicity, it will personalize and technicalize systemic problems, failing to prevent similar incidents. The Taipei City Government must introduce proactive, actionable, and trackable policies so that police enforcement ceases to be a source of fear and humiliation for the LGBTQ+ community.
