上週台灣美國商會非常榮幸拜會 交通部 陳世凱 部長及其所屬機關長官同仁。這次拜會極具意義,不僅是陳部長上任以來,雙方首次正式交流,更藉此機會向部長介紹商會於今年1月將「交通運輸與物流」及「觀光與旅遊」兩委員會整合為「觀光及交通運輸委員會(Tourism and Transport Committee)」,以期擴大產業橫向聯繫並提升政策建言之影響力。
在商會執行長魏凱及共同主席馬培治、元云彤的帶領下,商會首先感謝交通部讓法規與時俱進,並提供實質協助以提升行政效率。雙方隨後針對交通、物流及觀光領域的核心議題進行交流。
商會向交通部提出以下相關建議:
▪️交通運輸: 擴大台美對等貿易協定(ART)下的美製車輛(vehicle)之定義並簡化認證文件要求等進口程序、升級路面標線以提升全天候安全性,以及公私協力推動交通移動服務(MaaS)現代化
▪️物流: 研議相關政策解決城市物流的臨停挑戰,並盼瞭解商港周邊的可供利用之倉儲設施
▪️觀光旅遊: 外籍實習生留任、擴大國際支付在觀光旅程中之普及率、開創未來綜合度假村(IR)與會展旅遊(MICE)的新商機,以及擴大非傳統觀光業者之政策參與空間
感謝陳部長及交通部各單位長官提供寶貴意見。我們期待未來能共同推動創新,打造更健全的經商環境,攜手促進台灣觀光與交通運輸產業的蓬勃發展。
Last week, AmCham Taiwan was honored to hold a courtesy meeting with the Ministry of Transportation and Communications (MOTC) Minister Chen Shih-kai (陳世凱) and his leadership team.
The meeting marked our first official dialogue with Minister Chen since he took office and introduced our Tourism and Transport Committee, formed this January through the integration of the former Transport and Logistics and Travel and Tourism committees to strengthen cross-sector collaboration and policy impact.
Led by AmCham President Carl Wegner, Committee Co-Chairs Marvin Ma and Fiona Yuan, our delegation thanked the MOTC for keeping regulations aligned with current trends and providing tangible assistance to boost administrative efficiency. Following these opening remarks, both sides engaged in a productive exchange on core issues across the transport, logistics, and tourism sectors.
The Committee raised the following suggestions for the MOTC:
▪️Transportation: Expanding the definition of U.S.-origin vehicles under the Taiwan-U.S. Agreement on Reciprocal Trade (ART) and simplifying import procedures (such as certification document requirements), upgrading road markings to enhance all-weather safety, and modernizing Mobility as a Service (MaaS) through public-private partnerships.
▪️Logistics: Developing policies to address the temporary parking challenges of urban logistics, and exploring available warehousing and logistics facilities near commercial ports.
▪️Travel & Tourism: Retaining international hospitality interns, expanding the adoption rate of international digital payments throughout the traveler experience, unlocking new business opportunities for future Integrated Resorts (IR) and MICE tourism, and expanding the scope for non-traditional tourism stakeholders to participate in policy discussions.
We thank Minister Chen, MOTC leadership, and representatives from its administrations and departments for their proactive engagement and openness to continued dialogue.
