在台西藏人福利協會正式成立

(挪威自由西藏之聲記者德吉美朵在臺北報導 )「臺北市在台西藏人福利協會」於五月九日正式成立，首任理事長仁增沙令表示，這個非營利性社會團體，成立宗旨為促進在臺灣的西藏人士互動與團結，提供在台西藏人的一切必要協助，並增進西藏人和臺灣人相互交流。
西藏政教領袖達賴喇嘛在2001年3月31日二度訪台後，在台西藏人自願成立了「西藏人在台福利協會籌備會」，此後陸續向台北市政府申請註冊，成為一個依法設立的非營利性社會團體，九日在台北市舉行了成立大會。臺北市社會局的曾麗菁女士和吳玉玲女士、臺灣西藏交流基金會副秘書長翁仕傑先生 財團法人達賴喇嘛西藏宗教基金會董事長才嘉先生、以及在台西藏人出席了會議。
成立大會在「台北上密院」佛學中心兩名法師念誦的祈福經中拉開了序幕。臺北市社會局曾麗菁女士代表台灣政府表達祝賀之
意，也期望協會在未來的發展上能夠更加茁壯，一步一個腳印更加穩健。
臺灣西藏交流基金會副秘書長翁仕傑先生致詞時指出，將在資源充足的條件下同西藏人在台福利協會有更多的合作，共同保護西藏的文化，並為在台藏人向政府爭取特別福利、以及提供援助。
財團法人達賴喇嘛西藏宗教基金會董事長才嘉先生發表講話時表示：同其他國家建立的西藏人協會一樣，在臺灣終於有了西藏人自己的協會，這是值得慶喜的，他說，未來藏人的利益可以依法得到保障，作為藏人不管在西藏流亡政府或在非政府組織做事都應該緊密團結，為更多的藏人服務，他希望全體藏人依照西藏政教領袖達賴喇嘛一貫提倡的和平，民主，非暴力的立場，共同為西藏問題儘快得到解決而努力。他還指出，未來達賴喇嘛西藏宗教基金會與藏人福利協會將緊密合作，為更多的藏人服務，保障在台藏人的權益。
成立大會上也針對「臺北市在台西藏人福利協會」和臺灣政府共同制定的「組織條例草案」33條中的部分條文進行表決，並一致通過草案，同時分別成立了理事會和監事會，與會者投票選出了七名理事和兩名監事，前任籌備會主委仁增沙令和仁青次仁分別被選為西藏人在台福利協會正、副理事長。

在台西藏人福利協會
在台西藏人福利協會是非盈利性組織，協會專注於西藏文化和身份的存續，並提高所有居住在當地社區的藏人的生活品質。
在台西藏人福利協會為藏人教育、文化和宗教項目提供援助與支持，同時也向有需要的社區成員伸出援手。我們致力於通過組織活動讓藏人社區內部建立牢固的關係，使成員能夠相互聯繫和接觸。我們還通過創建和組織有關西藏境內危急情況的宣傳計劃，以及開展活動來加強與聯繫西藏境內外的關係。
在台西藏人福利協會，在達賴喇嘛西藏宗教基金會指導下成立於2004年5月9日。世界各地的藏人及其藏人社區組織，皆在達賴喇嘛尊者所領導的藏人行政中央管轄之下。
CTA為自己設定了安置西藏難民，以及恢復西藏自由和幸福的雙重任務。重建與加強議程包括三個重要計劃： a) 促進流亡藏人的教育； b) 建立牢固的民主文化； c) 為自力更生鋪平道路，以便西藏人民能夠在不必依賴外部援助的自尊和自信中生存。
為了解決漢藏問題，藏人行政中央所採取的官方立場是中間道路政策。中間道路政策雖然是達賴喇嘛尊者所提出的，但尊者並沒有直接製定這項政策。中間道路政策是在與西藏人民議會、最高行政機關噶廈、以及所有其他代表西藏人民的組織和個人進行廣泛討論後，通過一致同意以民主方式通過的決議性政策。
另外我們認為：
* 西藏信仰和身份的連續性是最重要的。
* 西藏屬於西藏人，她是藏傳佛教的故鄉，是和平的區域。
* 所有藏人都有責任互相幫助和支持社區，其成員必須遵守達賴喇嘛尊者的教義，特別強調仁慈和同情心。
* 重要的是要提高對西藏嚴峻形勢的認識，並按照藏人行政中央的指示和政策執行計劃。
我們的願景：
目前我們在桃園市租有志願服務性活動的固定場地，稱為西藏之家， 該會堂由在台西藏人福利協會於2020年9月27日，在台灣國際藏傳佛教研究中心的資金支持和指導下成立，我們的週末佛教教義、西藏語和文化相關課程已經展開。

協會行政成員由當地藏族社區成員以民主選舉產生，均以自願為基礎。在台西藏人福利協會沒有任何收入來源，當選的理監事成員也不支付薪資。因此，為了使我們的文化、語言、社會等重要的活動得以開展。我們確實需要西藏善心人和台灣朋友的捐款。協會合理利用這些資源，我們以協會根本目的為理念，永遠付出真誠的努力。您的善意貢獻我們不勝感激。

Tibetan Community in Taiwan
Tibetan Association in Taiwan is not for profit organization focused on the survival of Tibetan culture and identity, and to enhance the quality of life for all Tibetans living in the local community. Tibetan Association in Taiwan offer our support of Tibetan-based educational, cultural, and religious programs, while also reaching out to the community members in need. In the process, we are committed to building strong relationships within the Tibetan community through organizing events that will allow members to connect and reach out to one another. We also embrace our relationships outside the community through creating and organizing awareness programs and events regarding the critical situation inside the Tibet. Tibetan Association in Taiwan was founded in the year, 2004 May 9th, under the auspices of The Dalai Lama Religious Foundation. Tibetan Communities around the globe falls under the jurisdiction of the Central Tibetan Administration of His Holiness the Dalai Lama. The CTA has set itself the twin task of rehabilitating Tibetan refugees and restoring freedom and happiness in Tibet. The rehabilitation agenda includes three important programs: a) promoting education among the exile population. b) building a firm culture of democracy and c) paving the way for self-reliance so that the Tibetan people can survive with the self-esteem and confidence that falls from not having to depend on external assistance. In Order to resolve the Sino-Tibet issue, the official stand of the Central Tibetan Administration is the Middle Way policy. Although the Middle Way policy was conceived by His Holiness the Dalai Lama, he has not directly formulated this policy. The Middle Way policy was adopted democratically through unanimous agreement after holding extensive discussions with the Assembly of the Tibetan people’s deputies, the Kashag, all the other organizations and individuals representing Tibetan people. In addition, we believe that:
*The continuity of Tibetan faith and identity is paramount.
*Tibet belongs to Tibetans, and is the home of Tibetan Buddhism and a zone of peace.
*It is incumbent upon all Tibetans to help one another and support the community and its members must maintain the teachings of His Holiness the Dalai Lama, with particular emphasis on kindness and compassion.
*It is important to generate awareness of Tibet’s dire situation and execute the programs as per the directions and the policy of the Central Tibetan Administration. Our Vision
Currently we are using voluntary services and rental space at Taoyuan City called the Tibetan community Hall, The Tibetan community hall was established in the year 2020, September 27, by Tibetan Association in Taiwan with the financial support and guidance from Taiwan International Tibetan Buddhist Studies center, headed by Khenpo Jigmey Namgyal la, our weekend Buddhist teachings, Tibetan Language, and cultural related programs to begin with. Executive members are democratically elected by the local Tibetan community members and all serves as a voluntary basis. Tibetan Association in Taiwan neither have any source of income nor do the elected executive members are on the payroll. Therefore, in order to make both ends meet to carry out our cultural, language, social and important activities. We do rely on the donations from the well-wishers and Taiwanese friends of Tibet.
