「第二十九屆全球臺北論壇|從海底電纜到低軌衛星:台灣通訊安全守衛戰」順利落幕。我們與現場參與者一同探討,在海底電纜受損風險與灰色地帶衝突挑戰下,台灣該如何強化通訊韌性與數位安全。
面對海底電纜受損風險與灰色地帶衝突,通訊安全不只是技術議題,也攸關金融交易、醫療服務、政府運作與日常生活。全球超過99%的國際數據流量仰賴海底電纜,對台灣而言,建立通訊韌性更是國家安全與社會韌性的基礎。
#尤理衡 研究員分享海纜監測與「 #台灣海纜動態地圖」開發經驗,讓通訊基礎設施風險被更多人看見; #張人偉 分析師指出, #低軌衛星 在 #災害應變、 #偏鄉通訊 與 #緊急救援 中具備關鍵備援價值,但仍無法完全取代海底電纜; #張仁瑋 研究員則提醒,當對外網路連結受阻時,台灣除了思考海纜與衛星備援,更要檢驗關鍵服務是否具備「地端模式」,需盤點對境外資源的依賴,並透過跨部門演練確認金融、醫療、政府服務與緊急通訊能否在斷線情境下維持最低運作。
通訊韌性沒有單一解方,海底電纜、低軌衛星與地面通訊系統各有優勢與限制,唯有建立彼此互補、多層次的通訊體系,並強化台灣本地端的持續運作能力,才能在面對風險時維持社會正常運作。

The 29th Global Taipei Forum, “From Submarine Cables to LEO Satellites: Safeguarding Taiwan’s Communications Security,” has successfully concluded. Together with participants, we explored how Taiwan can strengthen communications resilience and digital security amid submarine cable risks and gray-zone challenges.
Communications security is tied to financial transactions, healthcare, government operations, and daily life. With over 99% of international data traffic relying on submarine cables, resilience is essential to Taiwan’s national and societal security.
Researcher Jasper Yu shared insights on cable monitoring and the , making infrastructure risks more visible. Analyst Richard Chang noted the backup value of for , , and , while stressing that they cannot fully replace submarine cables. Researcher Jen-Wei Chang emphasized that when external internet links are disrupted, Taiwan must also test whether key services can operate in “domestic mode”: reducing reliance on overseas resources and ensuring finance, healthcare, government services, and emergency communications can maintain basic functions during outages.
There is no single solution. Taiwan needs a complementary, multi-layered system that connects submarine cables, LEO satellites, and terrestrial networks, while strengthening local continuity to keep society running when risks arise.
