ADOC 2.0計畫將是一個長期性投入的計畫，期望在縮短數位落差的國際合作中，與具有共同願景的APEC經濟體一同努力，彼此合作原則如下： 1. 當地政府計畫有相對資金投入的基礎， 2. 挑選在地全國性NGO(非政府組織)， 3. 擁有執行能力的專案團隊， 4. 具永續性之長期發展計畫。
基於以上原則，再輔以台灣既有的實質專案經驗，鼓勵國內知名資訊廠商及專業團體、當地工商團體與非政府組織的共同參與，廣泛地應用所建構的培訓中心，提供適地資訊能力建構之培訓與擴散，藉以協助加速落實APEC轉化數位落差為數位機會之倡議目的。
The ADOC 2.0 project is a long-term investment plan, which looks forward to reducing the digital divide through international cooperatio
n, and the common vision of APEC economies to work together through the following principles: The local government plans are relatively capital the basis of inputs, 2. selected to the ground of national NGO (non-governmental organizations), 3. the long-term sustainability of development plans. Based on the above principles, and supplemented by project experiences in Taiwan, the ADOC2.0 project encourages well-known domestic IT companies, professional organizations, local business groups and non-governmental organizations to participate in the construction of training centers which provide training in IT skills, which helps to accelerate the reduction the digital divide, and create new digital opportunities.
