太平洋經濟合作理事會中華民國委員會

太平洋經濟合作理事會中華民國委員會（CTPECC）為PECC會員，成立於1984年，並於當年申請成為太平洋經濟合作理事會（Pacific Economic Cooperation Council, PECC）觀察員，成立至今積極參加各項PECC國際活動

PECC（太平洋經濟合作理事會）成立於1980年，是由來自企業界、政府、學術界與智庫等所組成的產、官、學三方合作夥伴機制。成立宗旨係透過區域合作與政策協調，以促進亞太地區經濟發展。目前共24個成員，包括21個正式會員、2個組織會員（PAFTAD、PBEC），以及1個副會員（法屬太平洋島嶼）。

PECC設有常設委員會（SC），執行委員會（EC），財務委員會（FC）及秘書處。

SC為PECC的主要管理機關，乃由21個正式會員所組成，2個組織會員與1個副會員得列席參加。EC是代表常設委員會監管相關活動的核心小組，是由11個會員委員會所組成，包括澳洲、加拿大、智利、中國大陸、印尼、日本、韓國、紐西蘭、新加坡、中華台北（台灣）與美國；財務委員會（FC）負責PECC中央基金之控管，由6個會員委員會所組成：澳洲、智利、日本、新加坡、中華台北（台灣）與美國。

PECC國際秘書處現位於新加坡，PECC國際秘書處秘書長(臨時秘書長/ Interim Secretary General)為Dr Kaewkamol (Karen) Pitakdumrongkit。

【APEC智慧廢水處理與數位創新國際論壇｜AI × 低碳循環 🌊🤖】

工研院在經濟部產業技術司及APEC科技、技術及創新政策夥伴小組（PPSTI）支持下，舉辦「APEC智慧廢水處理與數位創新國際論壇」，邀集泰國、智利、菲律賓、印尼、馬來西亞及我國等6個APEC經濟體專家交流。🌏

本次論壇聚焦智慧廢水處理、水資源循環、能源與資源回收，以及 AI、智慧感測、數據分析與數位控制等技術應用，展現廢水處理由污染防治走向低碳化、資源循環與智慧管理的新趨勢。💧♻️

我國已具備完整廢水處理設備供應鏈與系統整合能力，未來也將持續透過APEC平台分享實務經驗，推動智慧廢水處理與低碳循環技術在亞太地區落地應用。✨

【APEC Forum on Intelligent Wastewater Treatment and Digital Innovation｜AI × Low-Carbon Circularity 🌊🤖】

Supported by the Department of Industrial Technology, Ministry of Economic Affairs, and APEC PPSTI, the forum brought together experts from six APEC economies, including Thailand, Chile, the Philippines, Indonesia, Malaysia, and Taiwan. 🌏

Discussions focused on intelligent wastewater treatment, water recycling, energy and resource recovery, and the use of AI, smart sensing, data analytics, and digital control in wastewater management. 💧♻️

The forum highlighted how wastewater treatment is moving beyond pollution control toward low-carbon operations, circular resource use, and smarter management—creating new opportunities for regional technology cooperation and sustainable industrial development. ✨

【APEC衛生實務工作組會議｜數位健康、智慧高齡與區域韌性 🏥🌏】

APEC 衛生實務工作組（HWG）會議及智慧高齡工作坊於中國大連舉行，韓國保健福祉部部長鄭銀敬率團出席，並以2026–2027年 HWG主席經濟體身分，推動亞太區域健康政策合作。🤝

本次會議匯聚 21個APEC經濟體，聚焦三大議題：
🔹 運用數位科技與AI強化基層醫療
🔹 推動貫穿生命週期的智慧高齡創新
🔹 強化健康安全與社區韌性

會中並推進「HWG 2026–2030策略計畫」、「人人享有腦部健康亞太社群倡議」及「APEC健康高齡化行動計畫2026–2030」等重要成果，回應人口高齡化、心理健康、疫苗接種與傳染病監測等區域挑戰。🧠👵💡

透過APEC平台，亞太各經濟體將持續深化數位健康、AI 醫療、公私協力與人口政策合作，共同打造更具包容、韌性與創新的亞太健康社群。✨

【APEC Health Working Group Meeting｜Digital Health, Smart Aging and Regional Resilience 🏥🌏】

The APEC Health Working Group Meeting and Smart Aging Workshop were held in Dalian, with Korea serving as the HWG Chair economy for 2026–2027 and leading discussions on regional health policy cooperation. 🤝

The meeting brought together 21 APEC economies to focus on three key priorities:
🔹 Strengthening primary healthcare through digital technologies and AI
🔹 Promoting smart aging innovation across the life course
🔹 Enhancing health security and community resilience

Key outcomes included progress on the HWG 2026–2030 Strategic Plan, the Asia-Pacific Community for Brain Health for All Initiative, and the APEC Healthy Aging Action Plan 2026–2030, addressing shared challenges such as aging populations, mental health, vaccination, and infectious disease surveillance. 🧠👵💡

Through APEC, continued cooperation on digital health, healthcare AI, public-private partnerships, and population policy will help build a more inclusive, resilient, and innovative health community across the Asia-Pacific. ✨

CTPECC was delighted to host Mr. Barrett Bingley, Asia Regional Director of the Asia Pacific Foundation of Canada, this morning for an insightful discussion on Canada’s role in the global energy transition and its potential to become an increasingly important energy partner for Asia.

Drawing on his extensive experience in the region, Mr. Bingley offered a grounded and practical perspective on Canada’s energy industries, resources, and emerging opportunities. His keynote gave participants a closer look at Canada’s strengths across the energy sector, as well as how Canadian expertise and resources can contribute to energy security, diversification, and the broader transition toward a more sustainable energy future.

APEC數位及人工智慧部長會議於7/23–26在中國成都舉行，聚焦數位連結、AI應用、數位技能、可信賴數位環境與開源生態系等議題。📱✨

亞洲正同時面對能源轉型與新一輪能源安全挑戰。地緣政治緊張、供應中斷，加上AI與數位基礎設施快速擴張所帶動的電力需求，使各國在能源供應穩定、低碳轉型與未來能源結構之間面臨關鍵抉擇。🤖🔋

Asia is navigating an energy transformation while facing a new era of energy insecurity. Geopolitical tensions, supply disruptions, and rising power demand driven by AI and digital infrastructure are forcing governments across the region to make difficult choices about their future energy mix. 🤖🔋

【APEC觀光部長會議｜我國分享智慧觀光實力 🌏✈️】

第13屆APEC觀光部長會議於6/27在澳門召開，交通部觀光署陳玉秀署長代表我國率團出席，與21個APEC經濟體共同交流數位創新、旅遊便利化、無障礙旅遊、觀光韌性與永續發展等議題。

會中，我國分享「智慧包容性旅遊」推動經驗，包含自動化邊境管制系統、無紙化入境、觀光數據綜合管理平台、多國語言即時翻譯、AI客服小幫手、人車流管理系統，以及跨境電子支付等應用成果，展現我國以數位科技提升旅遊體驗與觀光服務效率的能量。📱🤖

此行也透過10場場邊會談，向各經濟體介紹我國自行車、登山、台灣燈會等特色觀光資源，並交流雙邊合作與互送旅客機會。🚴⛰️🏮

【APEC Tourism Ministers Meeting｜Smart Tourism and Travel Facilitation 🌏✈️】

The 13th APEC Tourism Ministers Meeting was held in Macao on June 27, bringing together representatives from 21 APEC economies to discuss digital innovation, travel facilitation, accessible tourism, resilience, and sustainable tourism development.

Key highlights from the meeting included smart and inclusive tourism practices, automated border control, paperless entry, tourism data management platforms, real-time multilingual translation, AI customer service, people-and-vehicle flow management, and cross-border e-payment solutions. 📱🤖

Sideline exchanges also focused on cycling, hiking, festival tourism resources, bilateral cooperation, and opportunities for mutual visitor exchanges. 🚴⛰️🏮

💡Through APEC, continued cooperation on smart tourism, cross-border payment services, and sustainable travel can create new opportunities for tourism exchanges, service innovation, and international market connections.

2026 APEC未來之聲青年培訓營今日迎來最終場次——《2026 APEC VOF 青年宣言》撰擬！學員們透過模擬VOF青年宣言實際形成過程，從所代表經濟體的角度出發，構思並發表青年世代關注的議題與對亞太未來的願景。📝💡

本場次除由本會許峻賓秘書長參與外，APEC研究中心鍾錦墀副執行長、何振生研究員及林培萱研究員也受邀擔任講評人，針對學員的宣言內容、政策思考與表達方式提供回饋，協助學員進一步深化對APEC議題與多邊合作的理解。🗣️🤝

活動最後由許秘書長頒發結業證書，祝福學員們未來在各自領域持續發光發熱。🎓🌟

【2026 APEC 未來之聲青年培訓營 Day 2｜創新、談判與政策提案實戰 🌏✨】

2026 APEC 未來之聲青年培訓營進入第二天，課程內容更加精彩！上午首先以圓桌論壇形式，邀請巨獸綠色科技有限公司陳重宇執行長、采鋐健康整合集團王怡文營運長，以及圖靈鏈Turing Space李竹萱營運長，分享如何發揮創新精神、突破產業框架，並探討數位科技、健康照護與永續發展在企業實踐中的角色。💡🌱🏥

接著，由國立中興大學國家政策與公共事務研究所袁鶴齡教授，帶領學員淺析國際談判的核心本質，並探討在複雜多變的國際政經局勢下，如何運用動態談判策略達成目標，讓學員更深入理解多邊場域中的協商思維與策略運用。🗣️🤝

下午課程則由APEC研究中心王薾暄助理研究員解析2026年APEC主辦經濟體中國提出的優先領域，並透過實際案例帶領學員分組討論。學員也針對特定主題，模擬APEC提案計畫的發想與產出過程，從議題設定、合作設計到成果規劃，實際體驗APEC專案形成的思考流程。📄🌐
