以「公益為目的」之非營利、非政府組織，
在1999年由馬英九先生單獨捐助成立。

1998年馬英九先生參選台北市市長，以 766,377票獲得勝選及政府補貼之競選經費二千多萬元，乃以大約其中半數的金額作為本會成立的經費及基金。

本會以「新台灣人」為名，主要是為藉其理念，跳脫舊有的統、獨思維與觀念，希望能結合有識之士，凝聚社會共識，以跨族群、超黨派的態度，促進族群和諧，推動民主建設，增進公共議題的討論，共同為台灣未來認真打拼。

敬愛的好友們大家好,新台灣人文教基金會的服務宗旨業已順利完成階段使命，基金會已在114年12月31日辦理基金會解散，目前正在辦理清算作業，直至解除法人人格，謝謝您的鼓勵與支持。
