The TaiwanICDF is dedicated to boosting socio-economic development, enhancing human resources and promoting economic relations in a range of developing partner countries. We also offer humanitarian assistance and provide aid in the event of natural disasters or international refugee crises. To carry out our mission, we offer a range of assistance that centers on four core operations: lending and i

nvestment, technical cooperation, humanitarian assistance, and international education and training. Our Fund is used to make direct or indirect investments and to finance lending and credit guarantee operations. Revenues generated by the Fund are used to support our bilateral or multilateral technical cooperation projects, humanitarian assistance operations and education and training. Every new project from the TaiwanICDF proceeds according to a rigorous project cycle and is backed by mutual covenants signed in cooperation with relevant stakeholders. Our projects are designed to address the strategic development goals of each of our partner countries, pay due consideration to associated regional trends, and maximize results by employing the right combination of capital and technical cooperation. Ultimately, our work is tailor-made to the local needs of each partner country. Our assistance covers a variety of contemporary development issues such as agricultural and social development, information and communications technology, public health, trade, private sector development, the environment and natural disaster management.

【🌿讓綠意與健康走入生活!社區居民食農推廣工作坊圓滿落幕🐔】

國合會駐馬紹爾群島技術團攜手馬紹爾自然資源暨商業部(NRC)於 5 月 19 日至 20 日為馬久羅 Delap-Uliga-Djarrit 地區及中途之家舉辦「社區居民食農推廣工作坊」!透過為期兩天、結合專業講授與親手實作的豐富課程,協助學員將實用的農業與健康知識帶入日常✨

🌱 居家園藝與資源循環: 技術團技師帶領大家從零學習葉菜與茄子栽培、辨識病蟲害,並利用在地的椰殼、海草等資源製作堆肥。實作環節不僅讓大家親手練習茄子修剪、自製廚餘堆肥桶,更教導以芥花油和洗碗精調配無毒防蟲液,大幅降低栽培成本!課後也特別送上包含澆水壺、手工具與種子的「新手啟動包」,鼓勵大家把綠意帶回家中親自實踐。

🍳 健康飲食與美味上桌: 營養役男與當地助理用親切的馬紹爾語授課,教導如何閱讀營養標示並聰明挑選健康食品。大家更一起從挑選食材開始,親手料理臺式「胡瓜炒雞腿」,體驗從產地到餐桌的美味與樂趣😋

🐔 友善養雞與在地智慧: 畜牧技師分享如何利用乾燥雜草作為雞隻墊料,達到保暖、緩衝與促進糞便發酵的效果;同時巧妙運用馬紹爾在地的「珊瑚礁沙」幫母雞補充形成蛋殼所需的鈣質,完美落實資源循環利用。

🐷 專業養豬與食安把關: 課程帶領學員認識母豬發情觀察,以提升配種效率;並教導如何判斷飼料品質,避免豬隻吃到受黴菌毒素污染的飼料。最後更介紹臺灣講求人道、安全與衛生的屠宰流程,全面提升學員們的食安觀念!

短短兩天的課程,大家收穫滿滿!期待學員們將這些實用的農畜與健康技巧應用在日常,一起打造永續的生活環境!💪

【🌿Bringing Green Living & Health to Our Community! Community Food and Agriculture Promotion Workshop Concludes Successfully🐔】

On May 19th and 20th, the Taiwan Technical Mission in the Marshall Islands and the Ministry of Natural Resources and Commerce (NRC) co-hosted an engaging "Community Food and Agriculture Promotion Workshop" for residents of Majuro’s Delap-Uliga-Djarrit area and the halfway house! ✨ Through two days of interactive lectures and hands-on practice, participants gained valuable agricultural and health knowledge to apply in their daily lives:

🌱 Home Gardening & Circular Eco: Our horticulturist taught leafy green and eggplant cultivation, pest identification, and how to make compost using local coconut husks and seaweed. Participants not only practiced eggplant pruning and making food waste compost bins but also learned to create a DIY organic pest repellent using dish soap and canola oil to lower costs! Everyone took home a "Starter Kit" containing a watering can, hand tools, and seeds to kickstart their own garden.

🍳 Healthy Eating & Delicious Cooking: Taught in friendly Marshallese, our nutrition serviceman and local assistant explained how to read nutrition labels and choose healthy foods. The class then cooked a delicious Taiwanese dish—Stir-fried Chicken Drumstick with Bottle Gourd—experiencing the joy of healthy eating from farm to table 😋

🐔 Eco-friendly Poultry Care & Local Wisdom: Our livestock specialist shared how to use dried weeds as bedding to provide warmth, cushion, and promote manure fermentation. We also shared a great local tip: using Marshallese coral reef sand to supplement the calcium hens need for eggshell formation, perfectly showcasing circular agriculture!

🐷 Pig Farming & Food Safety Awareness: Participants learned how to observe sows' heat cycles to improve breeding efficiency and how to judge feed quality to avoid mycotoxin contamination. Finally, we introduced Taiwan’s humane, sanitary, and safe slaughtering processes to elevate everyone's awareness of food safety!

It was a highly fruitful two days! We hope all participants can apply these practical farming and health skills in their daily lives to create a sustainable community together! 💪

【🎉Blessings from Project Sites for TaiwanICDF’s 30th Anniversary】

TaiwanICDF is about to celebrate its 30th anniversary! 🎂✨

Over the past three decades, TaiwanICDF has reached different corners of the world, working side by side with partners from many countries, while also becoming part of many people’s everyday lives.

Some changes begin in an orchard.
With the support of the technical mission, farmers have learned fruit tree cultivation, production, and marketing techniques, helping bananas, papayas, guavas, and dragon fruits take root in the land — and turning harvests into a more stable source of hope for their livelihoods.

Other changes begin in a school garden.
Through the balanced nutrition project, TaiwanICDF and the technical mission have accompanied teachers and students from school gardens and food and agriculture education to demonstration kitchens, helping them learn about vegetables and healthy diets. The project also enables students in culinary and food-related programs to turn what they have learned into a force for promoting nutrition concepts, allowing healthy eating habits to gradually take root in daily life.

Thank you to every friend from the project sites. Looking ahead, TaiwanICDF will continue to move forward with partners around the world, turning expertise into a force for change and allowing cooperation to take root and flourish in more places. 🌍🤝

【🌊🐟 包山包海,從池塘到廚房——水產養殖研究與生產中心實習!】

國合會駐史瓦帝尼技術團推動之水產養殖研究中心持續支持在地漁業發展,不僅提供優良魚苗與技術支援,也協助史瓦帝尼培育優秀人才🐟

近日,來自史瓦帝尼大學的4位實習生完成為期12週的水產中心實習。在這段時光裡,他們親身參與了全國唯一的水產魚苗中心工作,從吳郭魚苗培育、非洲鯰魚產卵前的注射、自製飼料,到魚池管理技術,甚至連收成後的處理、保鮮與料理也不缺席。透過動手實作,他們體現了劉計畫經理「做中學」的帶人理念🔥

🚀 雖然實習已告一段落,但史瓦帝尼水產養殖產業才正要啟程。這項方興未艾的產業,正張開雙臂迎接新血加入😉

【🌊🐟 From pond to plate — truly everything and the kitchen sink!
— Internship at the Aquaculture Research and Production Center!】

The Aquaculture Research Center, promoted by the Taiwan Technical Mission in the Kingdom of Eswatini, continues to support local fisheries development, not only by providing high-quality fingerlings and technical assistance, but also by helping Eswatini cultivate outstanding talent🐟

Four students from the University of Eswatini recently completed their twelve-week internship at the Center. During this time, they actively participated in the nation’s only fish hatchery: tilapia fry cultivation, the delicate injection process before African catfish spawning, feed formulation and pond management techniques. They even engaged in post-harvest processing, preservation, and cooking. Through hands-on practice, they embodied Project Manager Samuel Liu’s guiding principle of “learning by doing.” 🔥

Although the internship has come to an end, Eswatini’s aquaculture industry is only just beginning. This thriving sector is opening its arms to welcome new talent 🚀

We wish the four interns an exciting journey ahead, confident that this valuable experience will remain deeply etched in their memories and continue to shine for years to come✨

國合會即將迎來30週年!🎂✨

三十年來,國合會走進世界不同角落,與各國夥伴並肩合作,也走進許多人的生活裡。

有些改變,從一片果園開始。
在技術團的陪伴下,農民學習果樹栽培與產銷技術,讓香蕉、番木瓜、番石榴與火龍果在土地上扎根,也讓收成變成更穩定的生活希望。

有些改變,則從一座校園菜圃開始。
透過營養均衡計畫,國合會與技術團從校園菜圃、食農教育到示範廚房,陪伴學校師生認識蔬菜與健康飲食,也讓餐飲相關科系學生將所學化為推廣營養觀念的力量,讓健康飲食在日常中慢慢建立觀念。

由國合會、亞東紀念醫院及貝里斯衛生福利部共同推動的「代謝性慢性病防治體系強化計畫」,攜手貝里斯衛福部營養部門推出「In Ya Kitchen Belize」系列飲食衛教短片,延續過往烹飪節目的精神,透過介紹在地常見料理與食材,推廣均衡飲食、正確份量及健康烹調觀念🥘

影片內容結合貝里斯在地飲食文化與營養專業知識,提升民眾對健康飲食的理解與實踐意願,並作為預防糖尿病、高血壓等非傳染性疾病的重要基礎‼️

【🇹🇼🤝🇧🇿 From Taiwan to Belize: Promoting Healthy Eating Together】

“In Ya Kitchen” was originally established in St. Kitts and Nevis by Taiwanese volunteer Ms. Ya-Chen Lin as a community-based initiative promoting healthy eating through everyday cooking. Now, this Taiwan-inspired concept continues its journey in Belize✨

Through the Project for Strengthening Metabolic Chronic Disease Prevention and Control Systems in Belize, jointly implemented by the Far Eastern Memorial Hospital and the Ministry of Health & Wellness of Belize, the project has partnered with the Nutrition Unit to launch the “In Ya Kitchen Belize” nutrition education video series. Building on the spirit of previous cooking videos, the new series introduces practical, culturally relevant meals and local foods while promoting balanced diets, healthy portion sizes, and nutritious cooking practices🥘

By integrating local food culture with professional nutrition knowledge, the videos aim to improve public understanding of healthy eating and encourage healthier lifestyle choices as a key foundation for preventing non-communicable diseases such as diabetes and hypertension‼️

Moving forward, one new video will be released each month on social media to expand community engagement and gradually strengthen awareness of healthy eating nationwide, reflecting Taiwan’s continued contribution to global health promotion and public health cooperation💪🏻

【華語綻放:亞瑟路易斯爵士學院臺露文化慶典 圓滿落幕🌺】

5月12日,在國合會駐聖露西亞華語教師紀博超的用心指導下,亞瑟路易斯爵士學院華語班成功舉辦了深度連結臺露的跨文化盛會,將華語學習化為兩國心靈理解的橋樑。活動榮幸邀請到臺灣大使蘇瑩君、校長 Dr. Madgerie Jameson-Charles、系主任 Dr. Jany Joseph 以及教育部語言課程官員 Jessima Cooper 與 Criscel Augustin 共同揭開序幕。隨後,同學們大展身手化身文化大使,以自編的趣味短劇輕鬆打破語言界線,現場掌聲與笑聲不斷😆

整場活動最引人入勝的環節,莫過於兼具深度與情感的雙向文化簡報。作為本次文化課程的精髓,現場特別展示了同學們在「二二八和平紀念日」專題文化課上,深刻體會並親手製作的「自由民主平等」明信片。以此核心價值出發,臺灣篇深入探討了臺灣的自由民主平等精神、原住民文化、多元種族與科技發展;聖露西亞篇則帶領大家回顧當地的民主歷程,並精彩分享了美麗的國花與國鳥、熱情的音樂慶典以及獨特的克里奧文化,充分展現了兩國在文化與普世價值上的美好共鳴❤️

【Mandarin in Bloom: SALCC Taiwan-Saint Lucia Cultural Celebration Concludes with Great Success】

On May 12, under the dedicated guidance of Mandarin Lecturer Andres Bo Chao Chi, the Mandarin class at Sir Arthur Lewis Community College successfully hosted a cross-cultural celebration deeply connecting Taiwan and Saint Lucia, turning language learning into a bridge for mutual understanding. The event was highly honored to have Taiwan's Ambassador H.E. Nicole Su, Principal Dr. Madgerie Jameson-Charles, Head of Department Dr. Jany Joseph, and Ministry of Education Curriculum Officers Jessima Cooper and Criscel Augustin join together to kick off the festivities.

Following the opening, the students truly shined as cultural ambassadors, effortlessly breaking down language barriers with their self-scripted, entertaining short skits, filling the venue with non-stop applause and laughter. The most captivating highlight of the event was the two-way cultural presentations, which were both profound and emotionally resonant. As the essence of this cultural curriculum, the venue proudly showcased the "Freedom, Democracy, and Equality" postcards, which students deeply reflected upon and handcrafted during their "228 Peace Memorial Day" special cultural lesson. Stemming from these core values, the Taiwan segment delved into Taiwan’s spirit of freedom, democracy, and equality, alongside its indigenous cultures, multi-ethnic diversity, and technological advancements. Meanwhile, the Saint Lucia segment guided the audience through the local democratic journey, beautifully sharing insights into the national flower and bird, vibrant music festivals, and unique Creole culture—fully reflecting the wonderful resonance between the two nations in both culture and universal values.

The grand finale was equally thrilling, featuring a wonderful recap of the course highlights and the premiere of an exclusive music video meticulously crafted by the students. Afterwards, the entire class gathered on stage for a powerful grand chorus of the finale song, "You'd Better Remember," pushing the atmosphere to its peak and bringing the celebration to a perfect close. The students' brilliant performances showcased the fruitful results of Mandarin education in cultivating cross-cultural talents. This grand event has not only broadened the students' international horizons but has also, through the meaningful interactions of these young minds, built a friendlier and stronger bridge of friendship between Taiwan and Saint Lucia.

【數位身分認證計畫社區宣導提升民眾認識與信任】

數位身分認證計畫正式展開社區宣導活動!📣

駐聖克里斯多福及尼維斯技術團計畫團隊在5月11日於Earle Clarke社區中心、5月13日於St. Pauls社區中心,以及5月15日於ICT中心辦理宣導活動,向克國民眾介紹數位身分證相關應用與未來服務。

本次參與者多為社區年長民眾,部分場次亦包含身心障礙人士相關社群,希望讓不同族群都能進一步了解數位身分認證計畫🗒️

活動現場除展示數位身分證樣卡外,也介紹卡片中的多項防偽技術,包含微縮文字(Microtext)、變色油墨(OVI)、特殊光學效果及紫外線防偽扭索紋(UV Guilloche)等安全設計,讓民眾能近距離觀察卡片特色。

現場亦有不少民眾針對資訊安全、個人資料保護及未來應用方式提出問題,由工作人員提供專業說明與回應,進一步提升民眾對數位身分認證計畫的認識與信任。

【Digital Identity Authentication Project Community Outreach Enhances Public Understanding and Trust】

The Digital Identity Authentication Project in Saint Kitts and Nevis officially launched its community outreach campaign! 📣

Led by the project team of the Taiwan Technical Mission in Saint Kitts and Nevis, outreach sessions on May 11 at the Earle Clarke Community Center, May 13 at the St. Pauls Community Center, and May 15 at the ICT Center, where the project manager and Ministry of ICT colleagues introduced the applications and future services related to the eID card. Most participants were senior community members, with some sessions specifically organized for persons with disabilities.

During the sessions, the team showcased sample eID cards and introduced several anti-counterfeiting features, including microtext, optically variable ink (OVI), special optical effects, and UV guilloche patterns.

Participants also raised questions regarding information security, personal data protection, and future applications of the system, which were addressed by staff through on-site explanations and discussion.
