Event recap: Christina Fienga, Asia-Pacific Head of Custody Products at J.P. Morgan Securities Services, recently delivered a keynote at the FinTechOn 2026 & AFA Summit. She highlighted a key point:

🔥 The real value of tokenization lies in connecting cash, securities, and liquidity.

From a financial-institution perspective, Fienga explained that digital assets are evolving from a new asset class outside traditional finance into next-generation infrastructure supporting the issuance, holding, transfer, and settlement of financial assets. For securities tokenization to deliver value, equally efficient digital cash and settlement mechanisms must first be in place.

Tokenized bank deposits, stablecoins, and central bank digital currencies each serve different functions. The future is therefore more likely to feature multiple rails operating alongside traditional money. Financial institutions do not need to predict which form of money will prevail; they should ensure that the different rails operate under consistent standards for governance, risk controls, oversight, and reporting.

Fienga emphasized: “The real opportunity is not in the token itself, but in the connections built around it.” If digital cash, tokenized securities, and collateral can operate on shared and interoperable infrastructure, they could improve delivery-versus-payment settlement, liquidity, financing, collateral mobilization, and capital efficiency. Tokenization is therefore not only a technology issue; it will also become a balance-sheet management issue for financial institutions.

Event recap: The FinTechOn 2026 & AFA Summit entered its second day on September 3. In her remarks, Deputy Minister of Economic Affairs 江文若 said AI, blockchain, and FinTech have moved beyond the financial sector and are reshaping business operations, cross-border collaboration, and market competition. Taiwan has strong supply chains in key industries, including semiconductors, information and communications technology, precision machinery, and bicycles. Its future competitiveness cannot rely on manufacturing alone; digital technology will also be needed to connect industries, lower cross-border barriers, and open new markets.

She noted that one focus of the government’s “Ten Major AI Infrastructure Projects” is helping SMEs adopt AI—not only to improve productivity, but also to create new business value and business models, deepen connections with global supply chains, and develop the talent needed for industry transformation. In addition to technological innovation, the digital economy also requires an institutional environment that is secure, transparent, reliable, and aligned with international standards.

Citing Taiwan and Japan, she said both economies are deeply involved in global supply chains and continue to collaborate on cross-border data flows, electronic documents, and related issues. Improving institutional compatibility and reducing cross-border barriers can make international commerce more convenient and create new opportunities for cooperation.

On stablecoins and other digital assets, 江文若 said applications and innovations enabled by blockchain could create new possibilities for cross-border payments, digital transactions, and financial services. Their development must nevertheless take financial stability, consumer protection, anti-money-laundering requirements, cybersecurity, and personal-data protection into account. Taiwan’s approach is to strengthen governance and ensure security while encouraging innovation, enabling FinTech to serve as a bridge connecting finance, industry, and international trade.

1. 透過國發基金與金融機構、企業及國內外創投共同投資,支持臺灣與海外的金融科技及 AI 新創;
2. 藉由跨部會協調、法規調適、產業合作及海外新創基地,協助技術導入產業並拓展國際市場;

The FinTechOn 2026 & AFA Summit, organized by the Taiwan FinTech Association in collaboration with the Asia FinTech Alliance (AFA) under the guidance of the National Development Council (NDC), concluded successfully on September 3. In his remarks, NDC Deputy Minister 彭立沛 said companies are confronting challenges involving exchange rates, liquidity, cybersecurity, and cross-border governance amid geopolitical change and the accelerating restructuring of technology supply chains. Financial services must therefore be upgraded to support global operations.

AI can help companies and financial institutions identify risk and allocate capital, while blockchain can provide a trusted foundation for transactions and data. FinTech can bring these capabilities into cross-border payments, trade finance, clearing, intelligent risk management, and supply-chain management, turning them into financial services that companies can use in practice.

彭立沛 said Taiwan should combine its strengths in semiconductors, information and communications technology, precision manufacturing, and global supply chains to evolve from a technology manufacturing base into an Asian hub for exporting FinTech solutions.

He proposed three directions for cross-border cooperation:

1. Use the National Development Fund to co-invest with financial institutions, corporations, and domestic and international venture-capital firms in FinTech and AI startups in Taiwan and overseas.
2. Use inter-ministerial coordination, regulatory adaptation, industry collaboration, and overseas startup hubs to support technology adoption across industries and help startups expand into international markets.
3. Seek to leverage AFA’s Asia-wide network to build an ecosystem spanning incubation, validation, investment, and international expansion, accelerating the movement of innovation and capital across Asia.

He also noted that Taiwan’s “Ten Major AI Infrastructure Projects” focus on smart applications, key technologies, and digital foundations. He positioned the summit as a starting point for building connections across the cross-border FinTech supply chain, invited international partners to collaborate with the National Development Fund, financial institutions, and industry in Taiwan, and recognized AFA’s important role in this effort.

AFA Summit Concludes on September 3; AFA Chairperson and TFTA Honorary Chairperson Jaclyn Tsai Calls on Taiwan to Respond to Customer Demand and Gain Ground Through Its Supply-Chain Strengths

The Asia FinTech Alliance (AFA) Summit concluded successfully yesterday, September 3. In her closing remarks, AFA Chairperson and Taiwan FinTech Association (TFTA) Honorary Chairperson Jaclyn Tsai stressed that global trade and supply chains have become the most important real-world setting for FinTech deployment. AFA representatives and regulators from its 16 Asian member economies are actively developing their strategies. Although Taiwan was not the earliest mover, its strong supply-chain foundation and clear market demand give it significant potential to catch up and move ahead.

The two-day AFA Summit brought together senior decision-makers, financial-institution representatives, and regulatory bodies from Taiwan and abroad. Jaclyn Tsai said the packed program featured many international speakers and key industry figures sharing the latest trends firsthand. Such “firsthand information,” which is difficult to obtain by relying on AI alone, can help decision-makers stay abreast of global developments.

🔍 As supply-chain demand emerges, FinTech deployment can advance to the proof-of-concept stage

Jaclyn Tsai said this year’s forum reflected a structural shift: as many as half of its sponsors came from supply-chain industries. Compared with the more cautious attitude seen last year, this year’s active industry participation signals that “strong customer demand has clearly taken shape.”

Test Rite Group founder and Chairperson 李麗秋, Wiwynn Chairperson 洪麗寗 and CFO 陳昌偉, Jorjin Technologies Chairperson 張琇梅, and Chenbro CEO 陳亞男 all attended in person. They described pain points in cross-border trade and supply chains, as well as their expectations for FinTech. This top-down momentum can provide a basis for advancing proof-of-concept (POC) projects around the needs and expectations identified by these companies.

“Customers have already stated their needs, and the industry and regulators must take them seriously,” Jaclyn Tsai said. By inviting Bank Negara Malaysia and regulatory authorities from other markets to share their experience, the forum helped clarify different regulatory approaches and advance public-private dialogue.

🌏 Integrating the AFA ecosystem and using Taiwan’s supply-chain strengths to create a path forward

Discussing international competition, Jaclyn Tsai said global FinTech is developing rapidly and cross-border capital and resources can be deployed with great flexibility. If Taiwan does not accelerate its efforts, other countries will seize the opportunity. Taiwan’s core advantage lies in its supply-chain industries. Close collaboration between customers and FinTech providers can both advance supply-chain transformation and help Taiwan catch up.

Jaclyn Tsai emphasized that AFA is committed to building a FinTech ecosystem designed for Asia. The end of the forum marks the beginning of “Action Together.” AFA will use task forces to implement collaboration initiatives and bring concrete projects to fruition, with the goal of presenting substantial progress to the market at next year’s forum.

CDIB Capital Group President Melanie Nan began her remarks at the FinTechOn 2026 & AFA Summit with the idea of “Factory Asia.” Asia has built a highly integrated cross-border production network, but the flow of capital and financial services has not yet fully kept pace.

She noted that every physical transaction is supported by a financial supply chain. FinTech should integrate financing, foreign exchange, payments, clearing, identity verification, regulatory compliance, and fraud prevention to reduce the time, cost, and risk created by different currencies, jurisdictions, data standards, and procedures.

These frictions can become barriers preventing small and medium-sized enterprises from entering international markets. Melanie Nan said Asia’s next stage should be the development of “FinTech Asia”: using FinTech, blockchain, and AI to build seamless and trustworthy cross-border financial infrastructure, so that SMEs can also gain access to the cash-flow management, treasury-management, risk-management, and financing tools long used by large corporations.

FinTech should also help families save, manage risk, and plan for the future. It should enable migrant workers to send money home more quickly, securely, and at a reasonable cost, while reducing losses through fraud-prevention mechanisms. She also recognized AFA’s role in connecting 16 Asian economies and establishing a starting point for regional financial integration.

Melanie Nan summarized Asia’s development path as a journey from “Factory Asia” to “FinTech Asia,” and ultimately to “Felicitas Asia”—meaning “Happiness Asia.” The value of FinTech lies not only in technological progress or transaction growth, but also in more efficient capital flows, broader access to financial services, and the wider sharing of economic gains.

Speaking at the FinTechOn 2026 & AFA Summit, Wilson Beh, Vice Chair of the Asia FinTech Alliance and Co-Founder and Chief Operating Officer of PolicyStreet, said he was honored to be the event’s only InsurTech representative. Although insurance receives less attention than payments, banking, or digital assets, he said, it remains indispensable to companies seeking to import and export, expand into new markets, and manage cross-border risks. Many consumers and small and medium-sized enterprises in Southeast Asia remain uninsured or underinsured. This represents not only a market opportunity, but also the social value that FinTech can create.

Discussing the impact of AI, Beh said it can shorten development cycles and improve risk analysis across policy design, underwriting, pricing, product distribution, and API integration. It can also help providers adapt products to customer behavior and needs in different markets, strengthening the competitiveness of the InsurTech sector.

He stressed, however, that AI alone cannot drive cross-border expansion. Companies must still connect with local insurers, understand regulatory requirements, build customer trust, and provide after-sales service. PolicyStreet’s experience also shows that growth is more likely to take off once the market begins to regard a startup as regulated and trusted infrastructure.

Beh said that AI should not be seen merely as a productivity tool. Only when it is combined with trusted infrastructure, regulatory readiness, and localization capabilities can it help mid-sized Southeast Asian FinTech companies manage risk and accelerate regional expansion.

In her keynote at the FinTechOn 2026 & AFA Summit, Global Blockchain Business Council CEO Sandra Ro focused on three forces: real-world asset tokenization, digital currencies and payments, and agentic AI. She said that the value of these technologies lies not only in increasing speed, but also in redesigning how assets, money, and information operate.

She explained that digitization primarily changes the interface, while tokenization makes it possible to attach programmable conditions to assets and money. Traditional cross-border transactions are processed sequentially. Although this preserves room for verification, controls, and risk management, it also creates bottlenecks. If money is to move at the speed of data, not all information needs to be placed on-chain. Instead, transaction confirmation, document verification, compliance reviews, delivery of goods, and payment settlement should be processed in parallel when appropriate. Such an architecture could release working capital and collateral currently tied up in the transaction process.

Following the passage of the U.S. GENIUS Act, stablecoin regulation has moved into the rulemaking stage. Sandra Ro noted that 21 banks have announced plans to collaborate on a U.S. dollar stablecoin expected to launch in the first quarter of 2027, while banks are also participating in tokenized-deposit initiatives. Large banks, local banks, FinTech companies, and crypto-asset firms are all working to define their roles. Some non-FinTech companies are even considering applying for banking licenses to enter the payments and digital finance markets directly. The market remains in a period of broad experimentation and has not yet determined which model will ultimately prevail.

Citing Brazil, she also explained that having a regulatory framework does not mean a government will fully open its market to stablecoins. Countries will continue weighing capital flows, foreign-exchange management, and financial stability, so no single digital-currency model can be applied to every market.

AI agents are already executing transactions and micropayments in crypto-asset markets. Yet when errors, losses, or regulatory breaches occur, responsibility remains unclear. For these applications to move from experimentation to large-scale adoption, regulation, cybersecurity safeguards, risk management, accountability mechanisms, and common standards will still be required.

At the FinTechOn 2026 & AFA Summit, SBI Holdings Chief Technology Officer 林革非 spoke on “The Consortium Model for Stablecoin Issuance: Building an Interoperable, Bank-Led Network.” Drawing on SBI’s transformation, he examined how licensed financial institutions can move toward on-chain finance.

Using SBI Securities’ “Zero Revolution” as an example, he explained that genuine transformation does not begin with launching new technology; it begins with rebuilding the business model. SBI proposed zero commissions for online stock trading in 2019, then spent four years expanding other sources of revenue before formally implementing the policy in 2023. Despite giving up commission income, SBI recorded new highs in both revenue and operating profit that year.

SBI is applying the same logic to on-chain finance. Japan first established legal classifications and a clear allocation of responsibilities for stablecoins. SBI then adopted a three-stage sequence: bring money on-chain first, assets on-chain next, and finally move applications and services fully on-chain. He stressed that only when both money and assets are on-chain can financial institutions use smart contracts and interoperability to improve capital efficiency.

林革非 said the next major area of competition will be on-chain risk management and asset management. Regulators and industry participants should collaborate before rules are finalized, turning complex strategies into products that are understandable, assessable, and available through compliant channels. On-chain finance will have truly entered the mainstream, he said, when people no longer feel the need to emphasize that a service uses blockchain.

European Commission adviser Peter Kerstens, widely known as the “father of MiCA” for his major contribution to the European Union’s crypto-asset regulatory framework, examined the convergence of stablecoins, AI, and supply chains from an EU regulatory perspective. These three forces are rapidly coming together and moving global commerce into a new stage in which software can make decisions and execute transactions autonomously.

He observed that AI agents may eventually act on behalf of companies to identify suppliers, assess risk, arrange financing, and make payments automatically. Businesses may delegate some decisions, but they cannot delegate responsibility; ultimate accountability must remain with people and institutions.

For AI to participate in round-the-clock cross-border commerce, it also needs payment instruments capable of operating automatically. Kerstens explained that MiCA builds trust through authorization, governance, reserve-asset requirements, and redemption safeguards, enabling stablecoins to serve as fast, low-cost, and reliable cross-border settlement instruments.

He noted that approximately 99% of stablecoins worldwide are denominated in U.S. dollars. When platforms, APIs, and AI agents default to a particular currency, technical choices may also shape the global monetary order. The next phase of payment competition will be about more than speed and cost; it will also help shape which currencies are used to settle transactions in the digital economy.

Kerstens stressed that cross-border interoperability also requires markets to develop a shared understanding of identity verification, settlement finality, accountability, and anti-money-laundering requirements. As countries pursue strategic autonomy, they should also avoid drifting into strategic isolation.

At the FinTechOn 2026 & AFA Summit, Taiwan FinTech Association Chairperson 王儷玲 drew on virtual-asset regulation, RWA pilots, and corporate cross-border needs to outline Taiwan’s next core task: not simply to issue another token—the “coin”—but to build the trust and cross-border digital financial infrastructure needed to make it “stable.”

As virtual-asset regulation moves toward a licensing regime, stablecoin issuance will be subject to requirements covering authorization, full reserve backing, asset segregation, redemption, and information disclosure. She said the framework must also retain sufficient flexibility to respond to rapid changes in technology and markets.

Taiwan’s RWA pilots have brought together the central bank, Taiwan Depository & Clearing Corporation, and nine financial institutions to test domestic and foreign bonds and funds, with settlement in both New Taiwan dollars and U.S. dollars. Once technical feasibility has been established, the next step is to bring actual products and transactions to market and move beyond a single New Taiwan dollar stablecoin toward an architecture that can connect multiple currencies and international markets.

王儷玲 further emphasized that businesses need more than faster cross-border transfers. They also need identity verification, regulatory compliance, foreign-exchange management, and transaction-document verification. Only through collaboration among banks, virtual asset service providers (VASPs), and financial market infrastructure providers—each contributing its own expertise—can stablecoins and RWAs move from pilots to scaled applications and become a core capability for Taiwan’s participation in global digital finance.
