Proposal for the Establishment of the Taiwan Association of Local Governments: Advancing Local Diplomacy, Strengthening Taiwan, and Engaging with the World
The Taiwan Foundation for Democracy (TFD) is facilitating the establishment of the Taiwan Association of Local Governments (TALG), an organization that will enable knowledge sharing of smart city governance to enhance the quality of local governance in Taiwan. The Association will also contribute to global democratic resilience and sustainable development goals by joining international networks for exchange and collaboration. TALG will allow Taiwan's city diplomacy to become a new way to connect with the world and open up new pathways for subnational diplomacy.
The Taiwan Association of Local Governments was jointly convened by TFD Chairperson and President of the Legislative Yuan Han Kuo-yu and Vice Chairperson and Minister of Foreign Affairs Lin Chia-lung, who invited local governments to jointly propose the establishment of TALG. During the press conference for this initiative, Chairperson Han and Vice Chairperson Lin along with Taipei City Mayor Chiang Wan-an, Taichung City Mayor Lu Shiow-yen, New Taipei City Deputy Mayor Liu Ho-jan, and Taoyuan City Deputy Mayor Su Jun-pin unveiled the letter of intent which cited their shared beliefs, responsibility, and duty to cooperate together and enhance the international influence of Taiwan’s local governments, as well as to make great efforts to contribute to Taiwan’s future development.
Chairperson Han remarked that as TFD embarks on the journey of building the Taiwan Association of Local Governments, he sincerely hopes to transcend the boundaries of geography, gender, party lines, and other ideological differences. He said the organization’s formation marks not just a new epoch for Taiwan, but also represents a great step forward in bringing Taiwan into alignment with its democratic partners in Japan, South Korea, Europe, the United States, and other nations. He noted that these nations have long-established nationwide local governance networks which share experiences together and amplify city-level diplomacy efforts, and that Taiwan will now move in the same direction.
He stated that the association demonstrates a spirit of cooperation, not competition; a shared duty instead of divergence. Han said that this spirit is guided by a goal of strengthening cooperation across the whole of government, and by a responsibility to ensure the wellbeing of all in Taiwan. Further, he stated that this is precisely the manifestation of a mature democracy. Chairperson Han expressed his utmost respect to the mayors and deputy mayors of the four cities who took the lead in pioneering this initiative. He remarked that this proposal symbolizes not just an intention to initiate the formation of an organization, but also a commitment to the democratic future of Taiwan.
Chairperson Han emphasized that after the formal establishment of the Association, TALG will welcome all county and city governments across the nation to join and represent the entirety of the local governments of the Republic of China (Taiwan). He said that TALG will serve as the primary platform for Taiwan’s engagement, exchange, and cooperation with global city networks and local governments, and through doing so will connect Taiwan’s cities to the world and allow democracy to flourish. He looks forward to the establishment of TALG, which will become a bridge that allows Taiwan to reach out and connect with the rest of the world. Through knowledge sharing and policy innovation, mutual strengthening of smart governance and digital democracy, disaster preparedness, and whole-of-society resilience, TALG will enhance the international visibility of Taiwan’s local governments and contribute to global sustainable development and democratic resilience efforts.
Vice Chairperson Lin Chia-lung opened his remarks by discussing the origins of TALG, stating that since January of this year, the Ministry of Foreign Affairs has been working with TFD to organize the International Forum on Local Democracy, and together with international local government organizations launch the Global Initiative for Local Democracy (GILD).
He went on to note that Taiwan’s local governments have developed unique and innovative approaches that can be shared globally. Vice Chairperson Lin said he looks forward to the future when TFD can advocate for the GILD secretariat to be located in Taiwan, which would represent a major step forward for broadening Taiwan’s local government exchanges with the rest of the world.
Vice Chairperson Lin further emphasized that diplomacy is not conducted along party lines, and thus he eagerly anticipates the linkage of Taiwan’s local governments at the subnational level, which will enable knowledge sharing and promote city diplomacy. He noted that TFD is nonpartisan, and believes that diplomacy can unite Taiwan.
He raised the point that because of the arrival of the election season, the complete formation of TALG may require additional time, but that the progress made so far is already significant. He thanked all involved in the conception of TALG and wished the initiative a smooth launch, and expressed hope that all parties will support and advance the Global Initiative for Local Democracy.
