此專案的目的，是要透過一套客觀的評估指標，來深入了解並比較各國人民在使用網路服務時的實際狀況，尤其是他們所能享有的上網選擇、成本以及相關的便利性。2025年的專案以台灣為主要基準，具體探討當前網路服務的可及性、價格合理性，以及其是否真正符合「網路是基本人權」的理念。
