中華民國筆會為作家、譯者、編者組成之社團法人，為國際筆會 International PEN 之中華台北分會 (Taipei Chinese Center)，長年關注文學、藝術，譯介國內作家創作，推動文化外交。1928年11月創立於上海；1930年11月16日，經總會通過正式成立，由蔡元培擔任首任會長。1959年在台復會，歷經張道藩、羅家倫、林語堂、陳裕清、姚朋、殷張蘭熙、朱炎、余光中、彭鏡禧、黃碧端、高天恩等會長，2022年12月4日起由廖咸浩接任會長一職，秘書長為楊宗翰。 筆會發行之季刊 The Taipei Chinese PEN 創設於1972年秋，早年單行英文，近年增加中文原作附錄，並將中文刊名訂為《譯之華》。發行逾五十年，為台灣將中文創作英譯，向國際推廣之最具代表性刊物。

A short history of the Taipei Chinese PEN
The Chinese PEN Center (Taipei Chinese PEN’s predecessor) was founded in 1928 in Shanghai, Republic of China. Its founders were among the best known literati of the time: Lin Yutang, Hu Shih, and Xu Zhimo. Professor Cai Yuanpei, former President of Beijing (Peking) University and founder of the Academia Sinica, served as the Center’s first President. It would be a decade before the Center re-established itself in Taipei, Taiwan. In 1970, Dr. Lin Yutang became President of the Center and in 1972 he launched The Chinese PEN Quarterly. Lin and his successor, Nancy Ing Chang, were subsequently elected Vice Presidents of PEN International during their terms of office as President of The Chinese PEN Center. The Chinese PEN Center was renamed The Taipei Chinese Center in 1975, and the Quarterly became The Taipei Chinese PEN in 2007, which later rebranded as Florescence in 2023. 2025 marks the 54th year of its continuous publication. Starting from 2022 Dec. 4, Hsien-hao Sebestian Liao was elected as President, with Tsung-han Yang appointed as Secretary-General.
